THIS IS A NON-CIVIL SERVICE POSITIONSalary Range: $83,530.00 - $133,471.00 AnnuallyHiring Salary Range: $83,530.00 - $108,500.00 AnnuallyJob SummaryThe Full Stack Engineer designs, builds, tests, deploys, and maintains modern web applications and digital products for Baltimore City. The role develops accessible front-end experiences, secure back-end services, application programming interfaces, integrations, and reusable components that support internal operations, executive decisions, resident services, and public transparency. The Full Stack Engineer reports to the Innovation Program Manager and works closely with civic designers, applied data scientists, data engineers, agency subject-matter experts, and Baltimore City Information and Technology (BCIT). The position is responsible for production-quality software and for ensuring that products are maintainable, documented, monitored, and ready for long-term ownership.
Essential FunctionsSoftware Design and Development
- Design and build accessible, responsive web applications using React and Python frameworks such as Django or Flask.
- Develop secure application programming interfaces, integrations, database services, and reusable front-end and back-end components.
- Translate data and analytical outputs into reliable interactive products that support residents, staff, and City leaders.
- Make sound technical choices about architecture, performance, maintainability, and reuse within approved City standards.
Quality, Security, and Operations
- Write maintainable code with automated tests, peer review, clear documentation, and version control.
- Apply accessibility, privacy, cybersecurity, records, and responsible-use requirements throughout development.
- Implement deployment, logging, monitoring, alerting, support, and recovery practices appropriate to each product.
- Investigate defects and incidents, communicate impact, and deliver durable fixes.
Product Collaboration and Sustainment
- Work with designers, applied data scientists, program managers, agency staff, and end users to define requirements and acceptance criteria.
- Participate in discovery, prototyping, demonstrations, usability testing, and iterative improvement.
- Prepare technical documentation, runbooks, release notes, and handoff materials and support training and long-term ownership.
- Contribute reusable components, patterns, and lessons learned to OPI's product practice.
Minimum QualificationsEducation: A bachelor's degree in computer science, software engineering, information systems, or a related field from an accredited college or university.
ANDExperience: Five or more years of progressively responsible experience developing and maintaining full stack web applications, or an equivalent combination of professional, academic, and portfolio experience. An equivalent combination of education and experience will be considered.
