  • Maintain and update personnel files in compliance with federal records management.
  • Assist with leave audits, timekeeping verification, and HR data management activities.
  • Draft and format correspondence and reports for review.

Pay: $100,000.00 - $110,000.00 per year

Job description: Federal HR Specialist
Constellation is seeking an HR Specialist to support our Homeland Security team in Washington, DC. This position provides federal Human Resources Management (HRM) and administrative support to ensure efficient personnel operations and compliance with applicable federal regulations, OPM policies, and agency requirements. The ideal candidate will have hands-on experience supporting federal HR operations, personnel actions, staffing, onboarding, personnel records, and workforce administration in a federal agency or government contracting environment.Key Responsibilities
  • Support federal HR operations and personnel-related activities in accordance with applicable OPM policies, Title 5 regulations, and agency guidelines.
  • Assist with the initiation, processing, tracking, and status reporting of personnel actions, including SF-52s, position descriptions, classification documentation, and related personnel actions.
  • Support federal staffing and workforce initiatives, including preparation of HR correspondence, documentation, reports, and tracking tools.
  • Coordinate onboarding and offboarding activities for federal employees and contractors.
  • Maintain and update personnel files and HR documentation in compliance with federal records management and agency requirements.
  • Support leave audits, timekeeping verification, workforce reporting, and other HR data management activities.
  • Assist with processing employee awards, recognitions, and other workforce-related actions.
  • Draft, edit, and format correspondence, memoranda, reports, briefings, and other documents for customer review.
  • Monitor and respond to routine inquiries received through shared mailboxes and phone lines, escalating issues as appropriate.
  • Maintain centralized trackers and reports to support organizational requests and operational requirements.
  • Provide administrative support, including calendar management, meeting coordination, agenda preparation, and meeting notes.
  • Assist with the coordination of internal training, workshops, taskers, and other office activities.
  • Support asset inventory and other administrative activities as required.

The ideal candidate must have the following experience, background, and credentials:
  • Bachelor's degree in Human Resource Management, Business, or a related field.
  • A minimum of three (3) years of experience in a federal HR support role.
  • Familiarity with federal HR systems (e.g., eOPF, USA Staffing, HRConnect) is preferred
  • Knowledge of Title 5 HR regulations, OPM policies, and federal hiring practices.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Power BI).
  • Strong written and verbal communication skills.
  • Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance with CBP or ICE preferred.
