Summary

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As the Executive Officer, you will be the liaison to the division directors across a range of essential support services, including budget, procurement, facilities, personnel, security, policy, and records management. This role streamlines collaboration between the Deputy Director and divisions to ensure effective mission support.

The Office of Intelligence and Counterintelligence works to identify and mitigate threats to US national security and the DOE Enterprise and informs national security decision-making. The DOE-IN advises policymakers on threats to and opportunities for US national security in nuclear, energy, cyber and a number of science and technology (S&T) fields.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As an Executive Officer, you will:

  • Serve as the primary operational advisor to the Deputy Director of Mission Support.
  • Manage official taskings from external organizations to ensure high-priority requirements are completed on time.
  • Serve as the primary liaison between division directors and senior leadership to coordinate support services.
  • Evaluate broad policy changes to determine their operational impact on directorate programs.
  • Develop administrative reporting systems to collect and analyze program performance data.
  • Recommend operational improvements to resolve complex support service challenges.

  • GS-14 Level: You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position is not included in a Bargaining Unit.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • Situational telework may be approved at the discretion of the supervisor.
  • Occasional travel required.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS for the GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of total 3 of the following

  1. Monitoring the progress of assigned organizational action items.
  2. Coordinating daily business support actions.
  3. Researching operational issues to identify program deficiencies.


SPECIALIZED EXPERIENCE REQUIREMENTS for GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of total 3 of the following:

  1. Coordinating administrative support services across other organizations.
  2. Drafting strategic workforce communications on behalf of executive leadership.
  3. Formulating operational recommendations to resolve complex organizational challenges.


"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
