Full Job Description
Primary function of an Estimating Manager: Responsible for serving as a main point of contact for new projects requiring pricing, including oversight of the Estimating Team and managing the standardized procedures for proposal development in an effort to acquire new construction projects. Estimating manager will work directly with Pre-Construction, as well as Division and Operations managers, to represent Crowder Industrial Construction at the highest level of professionalism. The position will reside at the Spartanburg, SC office, leading the team's presence daily at that location.

Typical duties include but are not limited to:

Pre Bid Process

  • Review and understand project bid documents including plans, specifications, all related addenda, and other relative correspondence relating to the assigned estimate.
  • Attend Pre-Bid meetings as required to gather all pertinent information related to projects
  • Visit project sites to ascertain any local and project specific information, competitors, etc. needed to prepare a bid.
  • Evaluate overall project risks and discuss methods of mitigation for incorporation into estimating process.
  • Assist with development of project capture strategy and structure estimating team's efforts accordingly.
  • Develop DOR's to ensure a cohesive approach with timely and complete delivery of each proposal.
  • Maintain log of both active and pending estimates for tracking purposes. Present information to various teams/management as required.
  • Solicit participation from all required vendors and subcontractors and follow up to ensure timely delivery of quotes.
  • Perform any necessary quantity surveys and prepare to assemble the estimate for assigned division.
  • Predict and enter the labor, material, subcontract, and construction equipment costs.
  • Prepare for and facilitate all required plan and bid reviews.
  • Take extra measures to ensure quality and accuracy of team's quantity takeoffs and cost estimates.
  • Sponsor Design-Build estimates based on less than 100 percent documents relying on experience and subcontractor / vendor relationships.
  • Provide complete conceptual (or bid work) and final estimating input on complex projects.
  • Participate in team bid reviews with ability to convey cost estimate, scope, and methodology to management.

Bid Process

  • Maintain a Vendor / Subcontractor database with the firms that we engage with.
  • React to and coordinate with each estimator and the bid sponsor regarding issues discovered during the bid process.
  • Ensure estimate captures the intent of the work with most accurate representation of costs.
  • Ensure each proposal is complete with all required supporting documentation.
  • Prepare spreadsheets as required to evaluate all vendors and subcontractors.
  • Evaluate and compare subcontractor's bids to the Crowder self-performance of a portion of the project.
  • Support efforts to obtain Disadvantaged Business Enterprise (DBE) participation in our bids.
  • Obtain prequalification information from subcontractors.
  • Review costs of labor, equipment, and materials for bid submission.
  • Work with other estimators to provide accurate costs.
  • Conduct internal estimate reviews with team, management and corporate as required.
  • Submit final pricing for estimate.

Post Bid Process

  • On awarded projects, assemble, provide, and explain all estimate information to the to the assigned operations team during handoff meeting.
  • Be prepared to assist the project teams in a value engineering process.
  • Receive and react to all feedback from management teams relating to estimate errors, vendors, and subcontractors.
  • Assist the project management teams in any major change orders.
  • Archive any information as required to be useful in future estimates.
  • Build and maintain relationships with subcontractors and vendors.
  • Visit ongoing projects and relate that experience to future estimates.
  • Help facilitate follow up to determine owner's decision regarding proposals and gain feedback on submission.
  • Facilitate all weekly estimating meetings to coordinate efforts with the estimating team.
  • Train other estimators and be prepared to receive training.


Skills, Knowledge, Qualifications & Experience:

  • 4-year engineering degree or equivalent combinations of technical training and/or related experience.
  • 10 years of estimating techniques, cost control, and/or engineering experience in industrial construction.
  • Knowledge of means and methods related to industrial construction.
  • Ability to formulate and calculate mathematical expressions to obtain the desired quantity measurement and cost information.
  • Read and understand engineering drawings, specifications. and bid documents.
  • Computer skills to include Excel, Bluebeam, and Primavera.
  • Good Communication Skills - Verbal and Written

Day/Hour Schedule: Monday through Thursday from 7:30AM - 5:30PM. Friday from 7:30AM-11:30AM.
