Job Description ERS is seeking a Financial Reporting supervisor to perform highly advanced (seniorlevel) financial and accounting work in the Finance Division. Serves as the Supervisor of the Financial Reporting Team. Work involves preparing and overseeing the preparation of financial analyses and reports; establishing, maintaining, and overseeing accounting systems, procedures, and controls; and preparing and assisting in preparation of the ERS Annual Comprehensive Financial Report (ACFR). Works under minimal supervision of the Assistant Director of Finance with extensive latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
- Supervises and leads the work of the Financial Reporting Team functions: assigns and monitors work; sets performance standards; conducts employee evaluations, trains or coordinate employee development; and counsels staff regarding work rules and policies.
- Coordinates and oversees the analysis of financial data and general ledger activities for funds administrated by ERS, including capital assets, leases and subscriptions reporting, and cost accounting
- Coordinates general ledger activities and responds to routine or ad hoc requests for other ERS divisions, the State Comptroller, and external auditors.
- Develops and reviews policies and procedures for the Financial Reporting team in accordance with GAAP and good internal control practices.
- Analyzes and prepares reports on the allocation and status of state and federal funds
- Serves as a backup for key functions of the division, such as providing general ledger balances for budget reporting, coordinating with property management teams to prepare executive level reporting, and preparing certain IRS required reporting
- Remain up to date with Governmental Accounting Standards Board (GASB) pronouncements and evaluate necessary process and structure changes to ensure ongoing compliance.
- Assists in monthly, quarterly, annual, and biennial reports in accordance with the guidelines and requirements published by the Comptroller of Public Accounts and oversight agencies including:
- ERS Annual Comprehensive Financial Report (ACFR)
- Reports submitted to the Legislative Budget Board and Governor's Office, e.g., Legislative Appropriations Request, Operating Budget, and Base Reconciliation.
- Fiscal certifications.
- Other special internal and external projects and reports as required.
Other Duties and Responsibilities: - Remain current on generally accepted accounting principles (GAAP) and Comptroller of Public Accounts (CPA) standards and requirements.
- Remain current on legislative changes that affect management of ERS funds.
- Participates in the functional design, development, and improvement of financial systems and applications. Consults with Information Technology staff for impact, training, and delivery of financial systems.
- Performs other duties as assigned.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
- Seven (7) years of experience in accounting, financial analysis, or other related experience is required.
- Work related experience must include creating general ledger entries and generating financial reports. (income statement, balance sheet, cash flow, etc.)
- Four (4) years of experience maintaining an accounting system. (e.g., chart of accounts, profiles, batch jobs, report development)
- Maintaining an accounting system is experience with implementing new general ledger accounts, implementing new combination edits, and implementing accounting coding for new processes.
- Four (4) years of supervisory or teamlead experience.
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
- Experience with GASB/FASB implementation and compliance.
- Experience with CAPPS Financials.
- Accounting experience with a Texas state agency or a Texas university and/or experience with the Uniform Statewide Accounting System (USAS).
