District Recruitment for Rapides Parish:

The overall function of this position is to serve as the District Construction Coordinator, providing technical expertise and assistance to the District Administrator, Area Engineers, Lab Engineer, Design Engineer, and Project Engineers for the materials and technologies used in construction projects. The incumbent must be self-motivated and be able to perform duties many times without supervision or with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
  • Reviews and approves submitted permits within DOTD right of way according to procedures and directives.
  • Provides supervision, guidance, training, and technical support to the District Permits Specialist (ET-DCL) and three Engineering Technicians 4 (permits).
  • Manages and approves access connections to DOTD right of way.
  • Ensures work performed under permits is within requirements set forth in agreements.
  • Oversees District permits and enforcement for Outdoor Advertising along designated routes. (Serves as the project engineer for permits.)
  • Serves as the District's support engineering expert as directed by the Assistant District Administrator of Engineering. Provides pavement and Geotechnical recommendations, designs, and assists with development of special provisions or new specifications.
  • Reviews plans and other contract documents for projects in the state program when assigned to uncover conflicts, errors and omissions.
  • Makes recommendations for projects during the planning stages to eliminate costly and unnecessary change orders.
  • Serves within the Engineering Division, to support program delivery and transportation planning for District designed projects, as well as supporting the District Area Engineers and District Project Engineers in the delivery of all projects.

Work Schedule: Monday-Friday from 7:45AM to 4:15PM.
