Description
The Korea Green Growth Trust Fund (KGGTF), a partnershipbetween the Government of the Republic of Korea and the World Bank Group,supports client countries in advancing green, resilient, and inclusivedevelopment by leveraging Korea's development experience, technical expertise,and financial contributions. KGGTF supports the design and delivery ofinnovative solutions, policies, and investments across key sectors, and isclosely linked to World Bank lending, advisory, and analytical work. KGGTF'sportfolio performance is monitored through outcome pillars related to greengrowth investment mobilization, policy and institutional adoption, capacity andknowledge development, partnerships, visibility, and sustainability orscalability impact.
A central priority for KGGTF during the coming period is theconduct and application of its independent evaluation, designed to assess therelevance, effectiveness, efficiency, results, and likely sustainability ofKGGTF-funded grants and activities. The findings and recommendations of theindependent evaluation will directly inform future Calls for Proposals, grantsupervision, portfolio management, replenishment discussions, and Phase 5business planning.
The Extended-Term Consultant (ETC) will work closely with the KGGTF team to support the independent evaluation of KGGTF and related follow-up work. The main responsibilities are to support activities that inform future Calls for Proposals, grant supervision, portfolio management, replenishment discussions, and Phase 5 business planning.
The ETC will support this work across two primary areas:
• Independent Evaluation Support: The ETC will assist in the day-to-day coordination and implementation of KGGTF's independent evaluation, working closely with the evaluation firm, KGGTF team, World Bank staff, the donor, and other relevant stakeholders throughout the full evaluation lifecycle from inception through final reporting. This includes liaisoning with relevant World Bank units and Korean partner institutions to facilitate communication, knowledge exchange, and effective implementation of evaluation activities.
• Follow-up of Evaluation Recommendations: The ETC will play a central role in translating the independent evaluation's findings and recommendations into concrete operational improvements and strategic actions. This includes systematically tracking and supporting the implementation of recommendations across KGGTF's key operational areas- grant selection, portfolio management, monitoring frameworks, Korea partnership linkages, and Phase 5 business planning - ensuring that evaluation insights are embedded into KGGTF's ongoing and future operations.
Duties and Accountabilities
Under the supervision of the KGGTF Program Manager and in close collaboration with the KGGTF team, the ETC's tasks are expected to include, but are not limited to, the following:
1. Independent Evaluation Support
• Support the independent evaluation process, including coordination with the evaluation firm, KGGTF team, World Bank staff, the donor, and other relevant stakeholders, as needed.
• Support desk review, stakeholder consultations, portfolio analysis, performance assessment, evaluation framework refinement, case study development, and Korea contribution analysis related to the independent evaluation.
• Support the preparation, review, and follow-up of key evaluation outputs, including the inception report, interim report, draft final report, final report, Korean translation, and presentation materials, as relevant.
• Liaise with relevant World Bank units and Korean partner institutions, as needed, to support the effective implementation and follow-up of the independent evaluation.
2. Follow-up of Evaluation Recommendations
• Synthesize and track evaluation findings and recommendations across the full set of evaluation objectives, maintaining a structured action log that maps each recommendation to responsible parties, timelines, and implementation status within the KGGTF team.
• Support the application of evaluation findings on grant alignment and strategic focus - including findings on how KGGTF-funded grants aligned with KGGTF's green growth mandate, World Bank operational priorities, and client country needs - to strengthen future Call for Proposals design and grant
selection criteria.
• Support the use of evaluation findings on grant delivery, operational linkage, and resource efficiency to improve grant supervision procedures, portfolio monitoring practices, and the APR, KPI, and monitoring systems used for portfolio oversight and learning.
• Support the development and dissemination of Journeys of Change and illustrative case examples that document how KGGTF-supported activities moved from outputs to uptake, policy or institutional application, investment linkage, or scalability, drawing on the evaluation's evidence base.
• Support the identification and follow-up of opportunities to strengthen linkages with Korean partner institutions, Korean partner financing, and Korean ODA-related resources, based on evaluation findings on Korea contribution and partnership effectiveness, to facilitate follow-on use, scale-up, or replication of KGGTF-supported activities.
• Support the integration of evaluation findings on results signals - including policy uptake, investment linkage, institutional application, visibility, and sustainability or scalability potential - into KGGTF's results reporting framework and future portfolio performance monitoring.
• Support the application of evaluation recommendations to Phase 5 business planning and replenishment discussions, including the preparation of analytical inputs, briefing materials, and presentations that translate evaluation evidence into practical and prioritized strategic directions for KGGTF's next phase.
• Support the use of evaluation findings and recommendations to strengthen future Calls for Proposals, grant supervision, portfolio management, replenishment discussions, and Phase 5 business planning.
Selection Criteria
• Education: Master's degree (MA/MS) in economics, public policy, international relations, or a related field. Quantitative training in economics is an advantage.
• Experience: Minimum of 10 years of relevant professional experience in evaluation and analysis of development portfolios, public programs, or government expenditure programs. Preference will be given to candidates with experience in policy and institutional analysis, strategic planning, operational recommendations, budget review, resource allocation, and grant management. Prior engagement with multilateral development institutions such as the World Bank Group is preferred, and experience supporting KGGTF or similar trust fund operations is a distinct advantage.
• Evaluation and Analytical Skills: Demonstrated ability to coordinate and support program evaluation processes, including framework refinement, stakeholder consultations, portfolio and performance analysis, and case study development. Ability to synthesize evaluation findings into clear, actionable recommendations and support strategic implementation plans, informed by experience in international development, trust fund operations, and budget and grant management.
• Knowledge Products and Communications: Strong writing and editing skills in English, with a track record of producing high-quality reports, briefings, impact stories, and presentations for diverse audiences including government officials, donors, and senior management.
• Stakeholder and Partnership Coordination: Demonstrated experience coordinating with government counterparts, international organizations, or multilateral institutions, including facilitation of high-level dialogues, expert roundtables, and inter-institutional knowledge exchanges.
• Bilingual Proficiency: Fluency in both English and Korean (written and spoken) is required, given KGGTF's partnership with the Government of the Republic of Korea and the need to liaise with Korean institutions and produce Korean-language translations of program outputs.
• Soft Skills: Takes personal ownership and accountability to meet deadlines; collaborates productively and respectfully within diverse, multicultural teams; demonstrates flexibility, strong organizational skills, and attention to detail.
• Preferred: Familiarity with green growth and ESG concepts, World Bank operational policies, trust fund management procedures, knowledge products, and the Bank's Access to Information Policy. Prior experience working within the KGGTF team is a distinct advantage.

As per WBG policy, an Extended Term (ET) appointment is subject to a lifetime maximum of three (3) years. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
