GENERAL DESCRIPTION: Perform complex (journeylevel) managerial work administering the daily operations and activities related to DPS Construction Projects along with P&CS overarching policies and procedures. Work involves establishing goals and objectives; developing guidelines, procedures, policies, training, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business activities; and ensuring compliance with state and federal regulations. Work under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Manage daytoday activities within the P&CS related to Construction activities along with P&CS Policies and Procedures.

2. Develop and evaluate construction project solicitations and TFC Construction Contracts. Oversee contract management activities for those contracts; and ensure compliance with project budget, scope, and cost. Assist with reconciliation of projects in conjunction with other DPS Divisions.

3. Maintain P&CS Policies and Procedures. Assist in development and maintenance of overarching P&CS Policies and Procedure; while overseeing the planning, implementation, coordination, monitoring, and evaluation of policies and procedures.

4. Utilize strong interactive and collaborative skills in interfacing with business units, team members, and project stakeholders. Facilitate or attend meetings with internal and external stakeholders to gather necessary information for project documentation.

5. Provide technical expertise and guidance regarding questions related to Procurement and Contract Administration.

6. Oversee or prepare the scope of work, specifications, and conditions for new contracts; prepare contracts; lead negotiation strategies; and awards new contracts.

7. Develop solutions to construction issues and concerns, develop change strategies and plans.

8. Make recommendations on improving existing departmental solicitation and contract specifications, process, and practices. Ensure change initiatives meet objectives.

9. Conduct training as needed.

10. Plan, assign, and supervise the work of others.

11. Establish goals and objectives, while developing and approving schedules, and standards for achieving goals. Manages evaluation activities.

12. Advise management on recommendations.

13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education High School Diploma/equivalent is required. Graduation from an accredited fouryear college or university with a Bachelor's degree in Business Management, Business Administration, or other related field is preferred.

Experience Minimum of six (6) years' progressively responsible work experience in contract development, administration, management, evaluation, or monitoring of contract providers. At least four (4) of the six (6) years being direct state of Texas purchasing/or contracting experience is preferred. Experience administering high dollar and highly complex contracts and facilitating contract activities utilizing Request for Proposals (RFPs) and Request for Offers (RFOs) procurement methods are preferred.

Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a yearforyear basis.

Licensure and/or Certification Certifications as a Certified Texas Contract Developer (CTCD) or a Certified Texas Contract Manager (CTCM) is required. Dual Certification as a CTCD and CTCM is required within one year of employment. If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Schedule and Travel Availability for afterhours, holiday and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency. Travel as needed.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
