General DescriptionGENERAL DESCRIPTION:The Executive Director serves as the chief executive officer of the operational arm of the Texas Alcoholic Beverage Commission (TABC), a five-member commission (the "Commission") appointed by the Governor. The Executive Director serves at the will of the Commission and is subject to its supervision. The Executive Director is responsible for the administration of the Alcoholic Beverage Code and for the overall management of the agency, which includes business, regulatory, and law enforcement components. The TABC is composed of over 600 employees throughout the State of Texas (the "State"), approximately 200 of whom are commissioned peace officers. The Executive Director represents TABC in meetings before the state Legislature, the alcoholic beverage industry, and at TABC meetings. The Executive Director shall take the constitutional oath of office and timely file an annual financial report in compliance with Section 572.021 of the Texas Government Code.
Essential Job Functions% of TimeESSENTIAL JOB FUNCTIONS (EJFs): 100%ESSENTIAL JOB FUNCTIONS (EJFs): Directs and manages agency operations under the direction of the commission, including the implementation of TABC policies and programs in a manner consistent with the Alcoholic Beverage Code as well as other state and federal laws.
- Represents TABC in meetings before the state legislature, the Commission, the alcoholic beverage industry, state agencies, the public, and other stakeholders.
- Appoints and supervises the Deputy Executive Director.
- Provides regular briefing and reports to the Commission and Commission-led advisory committees regarding agency operations.
Oversees TABC business functions, which entails establishing effective human resource management and maintaining essential and necessary information technology resources.
- Provides strategic direction to the TABC, which includes establishing and executing major goals, providing oversight of strategy formulation, long-range planning, and the implementation of operational strategies.
- Develops and maintains organizational structure, an effective leadership team, positive agency culture, efficient business processes, goals, programs, and strategies to fulfill the TABC's statutory obligations.
Oversees the TABC licensing process, including the issuance of licenses and permits and responses and actions relating to protests filed by the Commission, local authorities, and citizens to the issuance of original and renewal licenses and permits.
Directs TABC fiscal operations, which includes preparation of the agency's legislative appropriation request, monitoring the budget, ensuring the respect of taxpayers in all agency expenses, collecting statutorily required taxes and fees, complying with reporting requirements, and presenting fiscal information before the Commission and state legislature.
- Directs enforcement operations, which includes conducting audits, investigations, inspections, training, and education.
Guides TABC legal functions, including enforcement decisions, addressing violations of the Alcoholic Beverage Code, protest applications, and administrative hearings.
- Performs other duties as assigned by the Commission.

Experience: Significant full-time experience providing executive leadership and managing projects of broad public impact.
Preferred Qualifications:
A Law degree from an accredited law school or a Masters in Policy, Public Administration or related equivalent from an accredited university.
AndSignificant experience in directing a state agency or running a private corporation.

Physical Requirements/Supplemental InformationPHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.
This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

- The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
- The Commission will conduct a criminal history and driver record check with the Texas Department of Public Safety in accordance with applicable standards on all finalists for this position.

Regular (Non-Commissioned) EmployeesHealth Insurance - Employees are provided comprehensive health coverage which includes prescription drug and vision benefits.
- Full time (30 hours or more a week) employees: the State pays 100% of the employee's premium and 50% of the dependent's premium.
- Part time employees: the State pays 50% of the employee's premium and 25% of the dependent's premium.
- Newly hired employees must complete a 60 day waiting period to receive health insurance benefits unless they are a direct transfer from another agency that participates in the Employees Retirement System of Texas Group Benefit Plan.
Dental Coverage - Employees and eligible dependents may enroll in a choice of dental insurance plans or a dental discount plan and pay a monthly premium. There is no waiting period for dental coverage.
Tax Free Savings Accounts - Employees may enroll in a flexible spending medical and/or dependent care account. These accounts increase take home pay by allowing employees to pay for planned out-of-pocket health and day care costs tax-free.
Retirement - When an employee qualifies, there is security in receiving monthly annuities upon retirement from State employment. Payments are based upon average salary, service credit and retirement date.
- All employees hired on or after September 1, 2015 will become immediate members of the State Employee Retirement System (ERS) by contributing a portion of their pre-tax monthly salary (9.5%) into a personal state retirement account. The State also contributes a percentage of your salary to the ERS retirement fund (not your personal state retirement account).
- To assist employees in meeting their retirement goals, employees may participate in a 401(k) or 457 Plan. Employees may contribute on a pre-tax or Roth after-tax basis.
Life Insurance - Upon enrollment in State health coverage, employees receive $5000 in Basic Term Life Insurance with $5000 of AD&D (Accidental Death and Dismemberment) coverage at no cost.
- Employees may enroll in Optional Term Life Insurance and elect 1 or 2 times their annual salary. Employees can also apply for 3 or 4 times their annual salary through Life Evidence of Insurability (Life EOI). Each election provides an equal amount of AD&D coverage. Premiums are calculated based upon age, salary and level of coverage purchased.
- For a premium, additional Voluntary AD&D coverage is available. Employees may choose an amount of coverage starting at $10,000 up to $200,000. Employees may also enroll eligible dependents.
- Dependent Term Life is available for a minimal monthly premium. The benefit includes $5000 term life with $5000 AD&D for covered family member.
Texas Income Protection Plan (TIPP): Short Term and Long Term Disability - If an employee is unable to work due to a qualifying disability, this benefit pays part of an employee's salary for a set period of time. Premiums are based upon monthly salary.
Annual and Sick Leave - Upon hire, employees begin accruing annual and sick leave hours. Employees may utilize accrued sick leave immediately upon hire. Accrued annual leave is available to use after six months of continuous State service. Annual leave is earned based upon years of creditable state employment.
