DOMOPS Program Manager / Senior Program Analyst

Position Description

Network Runners is seeking a DOMOPS Program Manager/Senior Program Analyst as senior onsite contract leader for NGB J3/4/7 DOMOPS Analytical Services. The PM is accountable for uninterrupted performance across continuity, current operations, mission assurance, law enforcement/force protection, future operations, cyberspace operations, CWMD, and J1X support portfolios.

The PM works in a dual capacity, combining contract management with senior analytical support. The position serves as the primary contractor interface to the COR and other authorized Government stakeholders, coordinates staffing and performance across high-tempo operational environments, manages deliverables and risk, protects scope boundaries, and ensures rapid response to crises, staffing disruptions, surge requirements, and competing senior-leader priorities.

Duties & Responsibilities

  • Exercise full authority for daily contractor operations and serve as the primary management interface to the COR for performance, staffing, priorities, risk, quality, and issue resolution.
  • Direct, integrate, and monitor performance across all baseline DOMOPS portfolios and ensure each division receives uninterrupted support at the required place, schedule, classification level, and operational tempo.
  • Maintain staffing readiness for 24/7 watch operations, emergency recall, split-node continuity operations, Pentagon support, high-tempo travel, optional work, and exercised surge requirements.
  • Designate and maintain qualified alternates, cross-coverage, succession plans, and rapid backfill processes for mission-essential and key positions.
  • Develop and enforce program management procedures, quality control, deliverable review, action tracking, schedule control, workload balancing, and corrective-action processes.
  • Review contract requirements and technical direction to ensure staff do not perform out-of-scope work absent authorized contract modification or direction from the Contracting Officer.
  • Coordinate and lead post-award, progress, performance, and management meetings; prepare executive status materials, risk summaries, staffing updates, corrective actions, and decision briefs.
  • Consolidate division-level progress, performance, staffing, travel, deliverable, and issue data into accurate management reports for Government review.
  • Monitor operational and administrative performance metrics, identify adverse trends early, and implement corrective actions before they affect mission continuity or PWS standards.
  • Maintain direct awareness of classified and unclassified customer priorities while protecting information according to clearance, need-to-know, CUI, PII, OPSEC, and cybersecurity rules.
  • Coordinate travel, work schedules, leave, training, credentials, CACs, network access, and other personnel-readiness requirements that could affect contract performance.
  • Mentor team leads and senior analysts; establish a professional operating rhythm that supports rapid senior-leader response while preserving quality and documentation discipline.
Minimum Qualifications/Requirements
  • Bachelor's degree or higher in public administration, business, social science, emergency management, operations, management, or a related field.
  • At least 15 years of Federal, state, military, or private-sector experience focused on policy, analysis, program management, research, operations, or related high-stakes mission support, with demonstrated ability to work under minimal supervision.
  • Demonstrated experience managing a complex DoD/Federal professional-services contract or task order with multiple functional teams, classified work, demanding deliverables, and geographically or operationally dispersed staff.
  • Strong working knowledge of National Guard/DoD operations, DSCA/DOMOPS mission sets, senior-staff processes, Government task management, quality control, and contractor/Government roles and authorities.
  • Proficiency with ETMS2 and Microsoft Office applications, including the ability to develop executive briefings, status reports, action trackers, schedules, risk registers, and performance dashboards.
  • Excellent written and verbal communication skills and demonstrated credibility briefing senior military and civilian leaders and resolving sensitive customer/staffing issues.
  • PMP or comparable project/program management certification is strongly preferred. National Guard headquarters, mission assurance, continuity, DSCA, or current-operations experience is highly desirable.
