About This Position
This position leads citywide property management and trades/maintenance operations for Austin Facilities Management. It oversees building system reliability, preventive and corrective maintenance, major contracts, and budget planning while managing a large, multidisciplinary workforce. The position ensures safe, efficient facility operations, supports capital improvement efforts, coordinates with City departments and partners, and drives continuous improvement across a diverse municipal portfolio.
Purpose:
Under general direction and working independently, this position provides leadership and operational oversight for a major division within Austin Facilities Management (AFM) responsible for the delivery of Citywide property management and/or trades and maintenance services. The role ensures safe, reliable, and efficient building systems; manages a large multidisciplinary workforce; and aligns operational strategies with City goals and service expectations.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Develops, executes, and evaluates strategic short-range and long-range plans, goals, and operational frameworks for citywide property management and/or trades and maintenance programs.
Oversees Citywide building operations, maintenance activities, and service delivery across a wide portfolio of municipal facilities, ensuring reliability, safety, and operational continuity.
Coordinates facility, operational, and project activities across City departments and with external partners, including contractors, consultants, regulatory agencies, and community stakeholders.
Directs preventive and corrective maintenance programs and oversees facility improvement and capital renewal projects to ensure regulatory compliance, safety, and alignment with long0term asset management strategies.
Develops and manages the division9s operating and capital budgets, including financial forecasting, resource planning, and monitoring expenditures to maintain fiscal responsibility.
Prepares, reviews, and presents reports, performance metrics, and operational analyses to communicate division performance and inform decision-making.
Provides oversight of major contracts, service agreements, and vendor performance related to property management, building systems, trades services, and maintenance operations.
Directs and participates in the response to emergency repairs, service disruptions, and continuity-of-operations incidents affecting City of Austin facilities and infrastructure.
Leads and supports continuous improvement efforts, including assessment of workflows, technology needs, staffing structures, and operational effectiveness.
Investigates and resolves service concerns, operational issues, and compliance matters related to facility operations, maintenance, and property management activities.
Facilitates, conducts, and represents the division and department in meetings with City leadership, partner departments, contractors, community groups, and the public.
Collaborates with internal stakeholders to ensure coordinated facility operations, capital planning, operational readiness, and customer service throughout the City.
Develops and implements procedures, standards, and policies to ensure efficient, customer0focused operations and consistent safety, compliance, risk mitigation, and quality across citywide facilities.

Knowledge, Skills, and Abilities:

Knowledge of facility operations related to property management, building systems, trades work, and infrastructure maintenance.
Knowledge of fiscal planning practices, including budget development and financial oversight.
Knowledge of capital planning, contract administration, procurement processes, and project management practices related to facility improvements and infrastructure systems.
Knowledge of Federal, State, and Local laws, regulations, codes, ordinances, environmental standards and City of Austin policies.
Knowledge of supervisory, managerial, and leadership techniques for directing large, diverse, multidisciplinary teams across dispersed worksites and operations.
Skill in developing, implementing, and evaluating citywide operational standards, performance metrics, and service-level expectations.
Skill in interpreting technical information related to building systems, maintenance needs, engineering concepts, and facility condition assessments.
Skill in financial management, including budget development, forecasting, cost control, and resource planning for operational and capital programs.
Skill in analyzing operational data, assessing risk, prioritizing work, and making data-informed decisions in a high-demand, service-oriented environment.
Skill in effective communication, negotiation, and presentation with staff, leadership, contractors, partner departments, and the public.
Ability to establish and maintain collaborative working relationships with internal and external stakeholders.
Ability to manage competing and shifting priorities, coordinate citywide operations, and respond effectively to emergencies or service disruptions to maintain continuity of service.
Ability to lead change, promote continuous improvement, and support a culture of safety, equity, and customer service.
Ability to mentor and develop staff while fostering a culture of inclusivity, service excellence, and continuous improvement.
Minimum Qualifications:
Graduation with a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Engineering, Facilities Management, Construction Management, or a related field. Plus six (6) years progressively professional experience closely related to property management, trades/maintenance, or related municipal infrastructure, including three (3) years of supervisory experience with a work group related to the activities of the division.
Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
Valid Texas Driver's License.
Preferred Qualifications:
Certification in one or more of the following: Real Property Administrator (RPA), IFMA Certified Facility Manager (CFM), Facilities Management Administrator (FMA), Certified Property Manager (CPM), Certified Green Building Professional (CGBP), Leadership in Energy & Environmental Design (LEED) certification, or other green building professional credentials or the ability to obtain within six (6) months of employment.
Professional facilities management experience overseeing large, multidisciplinary teams across dispersed worksites in a municipal/government setting.
Experience developing operational standards, policies, and performance0measurement systems.
