POSITION SUMMARY

The Director of the Taxi Reimbursement Program provides strategic leadership and oversight for all aspects of the program within Paratransit. This role establishes the vision for program integrity, fiscal accountability, and operational excellence, ensuring alignment with organizational goals and regulatory requirements. The Director drives innovation through technology adoption, policy development, and process optimization, serving as a key advisor and liaison to internal teams, external partners, and executive stakeholders.

RESPONSIBILITIES
  • Lead and supervise a team of NYCT employees and approximately 12 temporary staff responsible for reimbursement processing. Ensure operational activities align with organizational objectives through workforce planning, performance management, and resource allocation. Foster a culture of accountability and continuous improvement.
  • Define and oversee the strategic framework for the Taxi Reimbursement Program, ensuring compliance with MTA policies, regulatory mandates, and audit standards. Represent the program during internal and external audits and implement proactive risk mitigation strategies to safeguard program integrity.
  • Develop and maintain advanced analytics capabilities within the Taxi Reimbursement database to monitor trends, detect anomalies, and identify opportunities for cost optimization and fraud prevention. Collaborate with the Paratransit Project Management team and technology partners to leverage insights into policy development and strategic initiatives. Conduct trend analysis on submissions and payments to identify inefficiencies and recommend corrective actions.
  • Design and implement strategies to streamline reimbursement workflows through new databases and scheduling technologies. Lead technology implementation initiatives and pilot programs to enhance operational efficiency. Provide recommendations to senior leadership on opportunities to improve and expand the taxi program.


EDUCATION & EXPERIENCE

A Baccalaureate degree from an accredited college or university in Business

Administration, Transportation, Project Management, or a satisfactory equivalent, and ten (10) years of full-time related experience, at least five (5) years of which must have been in a managerial/supervisory/administrative capacity.

A satisfactory equivalent of education and experience requirements.

DESIRED SKILLS
  • Knowledge of ADA paratransit service
  • Strong oral and written communication skills, complemented by advanced computer proficiency (Windows environment, Microsoft Office Suite, PeopleSoft). Strong writing, analytical, planning, and organizational skills
  • Demonstrated ability to apply quantitative and problem-solving skills to develop business cases and execute implementation plans that drive operational efficiency and cost savings.
  • Skilled in creating Standard Operating Procedures (SOPs) and documenting critical process requirements to ensure compliance and consistency.
  • Ability to effectively manage relationships with senior leadership, peers, direct reports, stakeholders, and customers to foster collaboration and resolve complex issues.
  • Expertise in business administration tasks, including professional presentations, report and letter writing, and time management.
