Director, Proposal Strategy & Transformation

Remote US

$170,000 to $180,000 DOE

The Director of Project Management - Growth & Transformation leads a critical sub-functional area responsible for governing, prioritizing, and automating, and implementing new project management strategies to deliver complex, cross-functional programs that directly support revenue growth, operational scalability, and strategic transformation. This role owns the short- to mid-term execution (1-5 years) of enterprise-level growth and transformation initiatives related to Rural Health Transformation and automation/artificial intelligence (AI) implementation.

Operating with a high degree of autonomy and discretion, the Director establishes growth project management strategy, governance, and execution standards for automation, implementation of artificial intelligence across the proposal response process and will oversee the enterprise strategy and proposal development of the Rural Health Transformation Program over the next five years. The role regularly interfaces with senior executive leadership and influences organizational strategy, operating models, and proposal decisions. This position reports to the AVP of Proposal Strategy and EMS Transformation and serves as a key execution leader translating strategy into measurable business outcomes.

Responsibilities
  • Provide oversight for complex, multi-workstream initiatives supporting enterprise growth objectives.
  • Lead program management for Rural Health Transformation Program (RHTP), ensuring alignment between strategy, execution, and outcomes. RHTP revenue total EMS market opportunity expected to be $100M annually over the next five years.
  • Develop, manage, and oversee budgets associated with assigned programs and initiatives, including vendor and consultant spend.
  • Establish governance structures, operating rhythms, and performance metrics for proposal development and growth initiatives.
  • Track and report performance metrics including financial impact, resource utilization, schedule adherence, and risk exposure.
  • Set standards, methodologies, and best practices for project and program management across the Growth organization, with a key focus on Proposal Development, as it relates to automation and implementation of artificial intelligence tools.
  • Lead adoption of advanced project management tools, automation, and AI-enabled capabilities to improve scalability and execution velocity.
  • Ensure proposal development processes are scalable, repeatable, and aligned with growth priorities.
    Drive continuous improvement of delivery models, governance practices, and performance measurement. Ensuring responsible change management and organizational adoption of new processes and technologies.
  • Lead advancement of automation and AI-enabled capabilities that improve efficiency and scalability. Leveraging new technologies to expand capacity of existing proposal development team.
  • Oversee evaluation, adoption, and integration of new tools across the Growth organization.
  • Oversight, mentoring, and performance leadership of cross-functional (matrixed) project management, growth, operations, and clinical resources, including vendors and consultants.
  • Ensure strong governance, change management, and responsible use of advanced technologies.
  • Define standards, frameworks, and best practices for Growth project execution.
  • Serve as a single point of accountability for assigned RHTP, automation, and AI growth programs

Qualifications:

Education and experience
  • Bachelor's degree in Business, Healthcare Administration, Information Systems, or related field, or equivalent experience.
  • Significant experience leading complex, cross-functional projects or programs.
  • Demonstrated ability to operate at both strategic and execution levels.
  • Strong understanding of enterprise project and program management methodologies.
  • 8-10 years of experience with at least 3 years of management experience or leadership, preferably within EMS

Preferred Qualifications:
  • Advanced degree (MBA or similar).
  • Experience supporting enterprise growth, transformation, or innovation initiatives.
