Job DescriptionPosting Expires: 10/07/26Salary: $110,000.00General Description and Classification Standards:This position reports to the Executive Director of Grants for the Department of City Planning. The Director of Program Delivery is responsible for planning, directing, coordinating, and managing the operations, programs, and strategic initiatives of the Healthy Homes Atlanta (HHA) Division. The Director assists in the oversight of day-to-day operations, establishes organizational priorities, and ensures the efficient and effective delivery of services in support of grant-required goals and strategic objectives. The role develops policies and procedures, manages complex projects, and collaborates with internal stakeholders, external agencies, and community partners to achieve organizational objectives.
In this role, the Director of Program Delivery oversees execution of policies, programs, and projects, including timely submissions of routine City of Atlanta HUD reports, plans, and recommendations.
The Director of Program Delivery works with the Executive Director to lead a highly functioning and successful HHA program. The Director must be organized, disciplined, high-functioning, adaptive, and possess a consistent sense of urgency and commitment to public service.
The Director of Program Delivery provides direction to the HHA managers engaged in multiple activities related to the HHA program's operations and compliance functions; establishes, revises, and implements operating policies; builds relationships across the department and the City; communicates with the U.S. Department of Housing and Urban Development; assists with planning for the long-term staffing and resource needs of the Division; identifies, coaches, and mentors employees for future positions; and performs other appropriate duties.
The role also includes extensive financial and HR-related responsibilities, including overseeing Oracle financial processing; managing staff onboarding and offboarding; conducting reconciliations and reimbursement reviews; supporting budget development and projections; monitoring spending patterns and grant drawdowns; coordinating fiscal audits and compliance reviews; ensuring accurate timekeeping and personnel allocation for grant reporting; assisting with procurement workflows; and supporting payroll-related documentation and operational needs across the Division.
Supervision Received:Direction received is very general and focuses on strategic objectives and is typically collaborative in nature.
ResponsibilitiesEssential Duties and Responsibilities:These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
- Oversees execution of policies, programs, projects, and timely submissions of routine CoA and HUD reports, plans, and recommendations
- Works with the financial team to reconcile and report expenditures to HUD, including managing match logs, tracking financial compliance requirements, and ensuring alignment with grant regulations.
- Attends community meetings, meets with community partners and stakeholders, and responds to resident and subrecipient complaints and concerns.
- Supervises and evaluates assigned staff, addressing employee concerns, directing work assignments, providing coaching, initiating discipline when necessary, and completing performance appraisals.
- Works with the DCP Executive Director to address immediate problems and emerging opportunities.
- Provides direction to assigned professional staff performing analytical or project-management tasks in support of the Division/Office and provides guidance to assigned managers and directors.
- Reviews reimbursements and oversees the financial management of grant-funded projects, including preparing operating budgets, conducting reconciliations, managing cost allocations, reviewing and submitting reimbursement packets, monitoring spend plans, burn rates, timeliness, expense management, and ensuring appropriate financial and audit controls; regularly submits financial and compliance reports to DCP's Executive Director.
- In collaboration with DCP's Executive Director, plans and implements all required auditing activities, responds to audit requests, and ensures corrective actions are completed and findings are closed.
- Actively participates in desk monitoring and full onsite or virtual monitoring, using systems such as Oracle, HHGMS, eLOCCS, and other HUD systems to verify compliance with HHA program triggers and requirements.
- Coordinates with the Department of Grants and Community Development on required reports, financial reconciliations, and reimbursement submissions to ensure alignment with citywide grant-management standards.
- Tracks all contracts related to HHA program portfolios, negotiates terms, and prepares contract documents with contracted agencies.
- Supports grant writing, contributes to budget forecasts, assists in developing long-term financial strategies, and ensures that projected funding needs align with HUD and City planning requirements.
- May perform other duties as assigned.

QualificationsMinimum Qualifications:Education and Experience - Bachelor's degree in a related field and six (4) years of progressive experience in grant management.
