General Description and Classification Standards

The Office of the Chief Strategy Officer is seeking an analytically strong, curious early-career professional who wants to solve meaningful urban challenges. The Strategy & Analytics Analyst will turn complex questions into clear analysis, practical recommendations, and tools that help City leaders make better decisions and deliver results.

Assignments may span affordable housing, transit, infrastructure, public safety, revenue, and economic development. The role combines public policy research, quantitative analysis, project management, and applied use of AI for analysis, automation, and prototyping, offering broad exposure to senior City leaders and the opportunity to move ideas from analysis into implementation.
Essential Duties and Responsibilities

Strategic Analysis and Public Policy Support

• Analyzes complex policy, financial, operational, and community questions using quantitative and qualitative methods.
• Builds financial models and forecasts-including DCF and NPV analyses-as well as benchmarks, scenarios, dashboards, and performance measures to evaluate options and expected impact.
• Presents concise, evidence-based recommendations to City leaders through briefings, presentations, and decision materials.

AI-Enabled Analysis, Automation, and Prototyping

• Uses existing City-approved AI and analytical tools to accelerate research, synthesize information, identify insights, and evaluate strategic options.
• Applies AI and low-code tools to automate repeatable analytical work and rapidly prototype solutions to City priorities.
• Tests AI-assisted analyses, workflows, and prototypes for accuracy, usefulness, and usability before recommending adoption.

Project Management and Implementation

• Moves strategic initiatives from concept through implementation by defining outcomes, milestones, roles, and success measures.
• Coordinates City departments and external partners while tracking progress, risks, decisions, and dependencies.
• Identifies barriers, develops solutions, and helps transition successful work to long-term City owners.

Knowledge, Skills and Abilities

• Exceptional quantitative and structured problem-solving skills, including the ability to analyze data using Excel and at least one tool such as Python, R, SQL, Power BI, Tableau, or an equivalent platform.
• Applied understanding of public policy, economics, finance, statistics, or program evaluation, with the ability to turn complex evidence into concise executive recommendations.
• Ability to use generative AI, analytics, and low-code tools to accelerate research, automate workflows, and test ideas while applying responsible-use requirements.

Qualifications

Minimum Qualifications - Education and Experience

Bachelor's degree in public policy, economics, data science, analytics, computer science, engineering, business, urban planning, or a closely related quantitative or policy field.

No full-time professional experience is required. Internships, co-ops, research, capstones, policy labs, fellowships, or independent projects may count as relevant experience. Equivalent combinations of education, training, and experience will be considered.
Preferred Education and Experience

• A portfolio, capstone, dashboard, application, model, or other work product that uses data or AI to solve a real problem.
• Coursework or experience in public finance, econometrics, program evaluation, operations research, human-centered design, or GIS.
• Experience applying generative AI, AI agents, analytics, low-code tools, or APIs to research, automation, prototyping, or decision support.
