As the
0993 Director, Position Control, under general direction from the Deputy Superintendent of Business Services, you will ensure the efficient and strategic management of the district's staffing allocation, budget alignment, and compliance with organizational policies. In this role, you will work across Business Services, Human Resources and other departments to ensure effective and accurate use of district funds in alignment with student needs.

As the
0993 Director, Position Control, you will be responsible for:
- Position Management & Staffing Allocation
- Maintains and manages the district's position control system, ensuring accurate records of all full-time equivalent (FTE) positions, including new positions, reclassifications, transfers, and eliminations
- Develops and maintains staffing allocation models that are aligned with district-wide staffing guidelines, programmatic needs, and budget constraints
- Provides oversight and coordination of district-wide staffing requests and approvals
- Determines and monitors administrator-to-teacher ratios to ensure compliance with district guidelines and California Education Code provisions
- Implements staffing ratio models that align with regulatory mandates, including the number of FTE administrators per student population, ensuring optimal staffing efficiency
- Budget & Financial Analysis
- Collaborates with Budget Services to ensure staffing levels are aligned with approved budgets and that budgetary impacts of staffing changes are fully understood
- Monitors staffing costs and provides analysis on the financial impact of FTE adjustments, vacancies, and staffing-related expenditures
- Generates and analyzes regular reports to senior leadership regarding current staffing, vacancy reports, position usage, staffing trends and budget alignment
- Assesses the budgetary impact of penalties for exceeding the administrator-to-teacher ratios as outlined in the California Education Code. Provides financial analysis to district leadership on potential costs and implications of non-compliance, including strategies to mitigate financial penalties
- Compliance & Reporting
- Ensures compliance with district policies, state regulations, and collective bargaining agreements related to staffing and budget allocation
- Conducts internal audits to verify accuracy and consistency of data in the position control system
- Collaboration & Communication
- Works closely with Human Resources, Payroll, and Administrators to ensure seamless position management and staffing allocations
- Communicates district staffing guidelines, protocols, and changes to relevant stakeholders
- Assists in providing training to site administrators and department heads on position control processes and staffing allocation
- Performs other related duties as assigned
The strongest candidates will have:
- Knowledge of:
- Relevant provisions of the California Education Code, Board Policies, Civil Service Rules, collective bargaining agreements
- Proficiency in using position control software and human resource information systems (HRIS) such as PeopleSoft, SAP, or other enterprise-level position management tools
- Knowledge of laws, regulations, and collective bargaining agreements relevant to staffing, FTE allocations, and budgetary compliance in an educational setting
- Understanding of state and federal funding mechanisms (such as Title I, ADA, etc.) that affect staffing levels in public school districts
- Understanding of financial and budgetary principles, including forecasting, cost analysis, and reconciliation of staffing costs with available funding
- Skills:
- Strong analytical abilities to identify issues related to staffing or budget discrepancies and implement effective solutions
- Ability to think strategically about resource allocation, considering both short-term and long-term staffing needs
- Builds strong relationships with district leaders, HR, and finance departments to streamline processes
- Comfort in working with complex data to drive decision-making
- Strong analytical and problem-solving skills
- Capable of troubleshooting complex position control challenges, including reconciling misalignments between the district's financial resources and staffing needs
- Ability to work collaboratively with departments such as Budget, Human Resources, Payroll, and School Administrators to ensure smooth staffing operations
- Strong interpersonal skills for building relationships with various stakeholders across the district
- Excellent verbal and written communication skills to convey complex staffing data and budget information clearly to district leadership and other stakeholders
- Ability to effectively train and guide school administrators on position control protocols, ensuring district-wide consistency
Minimum Qualifications
Education & Experience- Possession of a baccalaureate degree in business administration, public administration, human resources or other closely related field from an accredited college or university; Master's degree preferred
- Four (4) years of experience in position control, budget management, or staffing allocation in a large organization, preferably in an educational setting.
Substitution- Up to 4 years of education requirement may be substituted for additional experience on a year-for-year basis
