Job Title: Director of Family Housing Hub & Coordinated Entry

Hiring Salary Range: $82,000 - $85,000 per year

Position Description

The Director of Family Housing Hub & Coordinated Entry provides strategic leadership and operational oversight of UMOM's Family Housing Hub and Maricopa County's family Coordinated Entry system. This position oversees community access, assessment, referral, diversion, rapid resolution, and system coordination efforts that help families quickly connect to appropriate housing resources and services.

Working closely with community partners, funders, and UMOM Leadership, the Director advances strategies that improve system accessibility, efficiency, and effectiveness while supporting positive outcomes for families experiencing housing instability or homelessness. The Director also provides leadership for diversion and rapid resolution strategies that help families resolve housing crises and avoid unnecessary entry into homelessness whenever possible.

Essential Duties and Responsibilities

Program Management & Development
  • Directs the operations of UMOM's Family Housing Hub, including program administration, partnership management, service delivery, and contract compliance.
  • Leads and manages the Family Coordinated Entry System, ensuring equitable, efficient, and timely processes for assessing, prioritizing, and referring families experiencing homelessness.
  • Oversees the development, implementation, and continuous improvement of Coordinated Entry policies, procedures, and performance standards.
  • Monitors grant performance, spending, operational metrics, and system outcomes to ensure established programmatic and financial goals are achieved.
  • Ensures partner agencies participate in Coordinated Entry in accordance with established policies, procedures, and Memoranda of Understanding (MOUs).
  • Evaluates and strengthens family access points, referral pathways, and community partnerships throughout Maricopa County.
  • Oversees diversion and rapid resolution strategies designed to help families avoid homelessness, reduce shelter entry, and improve housing stability outcomes.
  • Coordinates community partnerships and resource deployment efforts that support housing crisis resolution and strengthen the family homelessness response system.
  • Ensures services remain responsive to community needs, funder requirements, evidence-based practices, and emerging trends in homelessness response.

Program Leadership
  • Provides strategic leadership for the Family Housing Hub, Family Coordinated Entry System, and related community initiatives.
  • Serves as a key community representative and convener, fostering collaboration among providers, funders, government agencies, Continuum of Care partners, and other stakeholders.
  • Oversees departmental budgets and reviews financial performance to ensure responsible stewardship of resources.
  • Supervises Family Housing Hub staff, including hiring, onboarding, coaching, performance management, professional development, succession planning, and disciplinary action when necessary.
  • Serves as the primary point of contact for contract monitoring, audits, compliance reviews, accreditation activities, and funder site visits.
  • Initiates and maintains strategic partnerships that improve access to services and outcomes for families experiencing homelessness.
  • Identifies opportunities for innovation, system improvement, sustainability, and continuous quality improvement.
  • Partners with Finance, Development, and Executive Leadership to support funding opportunities, strategic initiatives, and long-term system development.

Program Evaluation
  • Ensures compliance with UMOM's data quality standards, reporting requirements, and performance expectations.
  • Implements performance improvement processes in partnership with the Data & Evaluation Team to strengthen system effectiveness and participant outcomes.
  • Promotes a data-driven and outcomes-based culture across all teams supervised by this role.
  • Oversees the collection, analysis, and reporting of performance measures to demonstrate system effectiveness, efficiency, equity, and impact.
  • Leads efforts to meet or exceed established performance indicators related to assessment timeliness, referral outcomes, partner engagement, diversion and rapid resolution outcomes, access point effectiveness, and overall Coordinated Entry performance.

Qualifications and Competency Requirements

Experience and Education
  • Bachelor's degree in Social Work, Human Services, Public Administration, Nonprofit Management, Business Administration, or a related field strongly preferred.
  • Equivalent combinations of education, training, and relevant professional experience may be considered.
  • Minimum five years of progressively responsible experience in homelessness response, coordinated entry systems, social services, nonprofit management, community engagement, or related fields.
  • Minimum three years of management or supervisory experience.
  • Experience managing grant-funded programs, contracts, budgets, partnerships, and performance outcomes preferred.
  • Demonstrated ability to lead teams, facilitate systems change, implement strategic initiatives, and drive measurable outcomes.
  • Knowledge of homelessness response systems, Coordinated Entry principles, diversion practices, and community-based service delivery strongly preferred.
  • Excellent written, verbal, facilitation, public speaking, and interpersonal communication skills.

Computer Skills
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Experience with HMIS and other data management systems preferred.

Compliance
  • Valid Level One Fingerprint Clearance Card or the ability to obtain one.
  • Ability to clear the Central Registry Screening from the Department of Child Safety and Adult Protective Services.
  • Ability to comply with and pass all required background check and drug screening requirements, including but not limited to pre-employment and random drug screening as required/requested.
  • Valid Arizona Driver's License and a driving record that falls within UMOM policy.
  • 50/100level of car insurance coverage.
  • This is a Safety Sensitive position.

Work Schedule

The typical schedule for this position is Monday-Friday, normal business hours, and may include occasional nights and weekends as needed to support the needs of the position and the organization.
