Position Description:
CGI is seeking an accomplished Director, IT Consulting & Public Sector Growth - Northern California to drive business development, client growth, and consulting delivery across the Northern California public sector market, with a particular focus on the San Francisco Bay Area.
This is a senior leadership opportunity for an experienced IT consulting and business development executive who brings strong relationships within the Northern California government community and a demonstrated ability to develop new business, lead strategic pursuits, expand existing accounts, and build long-term client partnerships.
This position blends both greenfield and account growth responsibilities to drive new client acquisition while deepening and expanding relationships within existing accounts in Northern California. You will identify and develop new market opportunities while strategically growing CGI's presence within established client relationships, creating a balanced portfolio of new and expanded business.
You will focus on expanding CGI's presence across county governments, major cities, and California state agencies throughout Northern California, with particular emphasis on the San Francisco Bay Area. You will build a sustainable, multi-year pipeline of IT consulting, systems integration, managed services, and digital transformation opportunities while developing trusted relationships with senior government and technology leaders.
You will establish and cultivate executive relationships with County Administrators and Executives, CIOs, IT Directors, Department Heads, Agency Executives, and other public sector leaders across jurisdictions including Alameda, Contra Costa, San Francisco, San Mateo, and Santa Clara counties; major cities such as Oakland, San Francisco, and San Jose; and relevant California state departments and agencies.
Leveraging your understanding of California public sector priorities, procurement processes, funding mechanisms, regulatory requirements, and technology modernization initiatives, you will identify, qualify, and pursue strategic opportunities that align CGI's capabilities with client objectives.
You will collaborate with account teams, solution architects, industry leaders, and subject matter experts to develop compelling business and technology solutions addressing areas such as application and legacy modernization, digital government and citizen services, cybersecurity, cloud transformation, ERP, artificial intelligence, data and analytics, and operational transformation.
As a senior growth leader, you will lead strategic pursuits from opportunity identification and qualification through capture, proposal development, oral presentations, negotiation, and contract award. You will be accountable for achieving annual bookings, revenue growth, and pipeline development objectives, while partnering with local and global delivery teams to ensure successful execution and strong client outcomes.
The role also carries responsibility for portfolio financial performance, including forecasting, budgeting, profitability, resource planning, and client satisfaction. As the business expands, you will have the opportunity to recruit, develop, and lead a team of senior consultants and consultants who will strengthen CGI's local delivery capabilities and support continued market growth.
Location
This position is located in the San Francisco Bay area however a hybrid working model is acceptable.
Given the role's focus on developing and expanding relationships with public sector clients throughout Northern California, candidates should also be comfortable with regular local and regional travel for client meetings, industry events, networking activities, and business development opportunities, particularly throughout the San Francisco Bay Area.

How you'll make an impact
Business Development & Market Growth
• Develop and execute a comprehensive territory growth strategy focused on Northern California county governments, major cities, and California state agencies.
• Drive both greenfield business development and existing-account expansion, identifying new client opportunities while increasing CGI's footprint within established accounts.
• Build and maintain a robust, multi-year pipeline of IT consulting, systems integration, managed services, and digital transformation opportunities.
• Achieve annual bookings, revenue, and pipeline growth objectives through new client acquisition and expansion of existing client relationships.
• Identify and qualify opportunities arising from government modernization initiatives, technology investments, regulatory mandates, funding priorities, and operational transformation programs.
• Drive cross selling and upselling opportunities by leveraging CGI's full portfolio of consulting, technology, managed services, and business solutions.
• Contribute to regional business strategy, market development, growth planning, and investment decisions.
Client & Executive Relationship Development
• Establish and maintain trusted advisor relationships with County Executives, CIOs, IT Directors, Department Directors, Agency Executives, and other senior public sector decision makers.
• Develop a deep understanding of client priorities, organizational challenges, technology strategies, investment plans, and procurement environments.
• Translate client business and technology priorities into actionable consulting and technology opportunities.
• Build sustainable executive-level relationships that position CGI as a strategic business and technology partner.
• Expand CGI's presence within the Northern California public sector community through participation in relevant industry associations, government technology forums, conferences, and executive networking events.
Strategic Pursuits & Capture
• Lead strategic pursuits from early-stage opportunity identification and qualification through capture, proposal development, oral presentations, negotiation, and contract award.
• Direct capture activities including competitive positioning, procurement strategy, partner engagement, solution alignment, win strategy, and executive-level client engagement.
• Partner with solution architects, industry leaders, account teams, technology partners, and subject matter experts to develop differentiated solutions addressing complex government business and technology challenges.
• Guide proposal development and deliver compelling executive-level presentations that clearly articulate CGI's value proposition, solution approach, and anticipated client outcomes.
• Develop and apply a strong understanding of California public sector procurement vehicles, contracting mechanisms, cooperative purchasing programs, and government budget cycles.
• Maintain accountability for competitive pursuits and the effective transition of awarded opportunities into successful delivery engagements.
Delivery & Client Success
• Maintain executive accountability for delivery excellence, client satisfaction, and overall portfolio performance.
• Partner with account management, delivery leadership, local teams, and CGI global delivery organizations to ensure successful execution of consulting engagements, projects, and large-scale programs.
• Leverage CGI's global delivery model and strategic partner ecosystem to provide scalable, high-quality solutions.
• Apply proven delivery, customer management, governance, and operational practices to drive consistent execution and quality outcomes.
• Identify and address delivery risks while ensuring commitments, service expectations, and client outcomes are achieved.
• Strengthen client relationships by identifying opportunities to deliver additional value and expand CGI's partnership over time.
Financial & Operational Leadership
• Manage portfolio financial performance, including forecasting, budgeting, profitability, resource planning, and investment management.
• Maintain accountability for engagement profitability and sustainable year-over-year portfolio growth.
• Balance growth, delivery quality, resource capacity, and financial performance to support CGI's long-term business objectives.
• Provide visibility into pipeline, bookings, revenue forecasts, portfolio performance, and growth opportunities to senior leadership.
People Leadership & Organizational Growth
• Provide leadership and direction to consulting professionals and global delivery teams supporting the portfolio.
• As the business grows, recruit, develop, and lead a team of senior consultants and consultants who will form and expand the local delivery organization.
• Foster a high-performance culture focused on client success, collaboration, accountability, professional development, and continuous improvement.
• Apply leadership best practices including talent development, coaching, performance management, succession planning, and employee engagement.
• Build the leadership and delivery capacity required to support CGI's continued expansion across the Northern California public sector market.
Required qualifications to be successful in this role:
What you'll bring
• Minimum of 10 years of progressive experience in business development, consulting, technology services, systems integration, or related professional services.
• Demonstrated experience selling consulting and technology solutions to government and public sector organizations.
• Proven track record of developing new client relationships (greenfield business development) while successfully expanding relationships and revenue within existing accounts.
• Demonstrated success building, qualifying, and managing multi-year sales pipelines and achieving bookings and revenue growth objectives.
• Proven experience leading complex competitive pursuits from initial opportunity identification and qualification through capture, proposal, presentation, negotiation, and contract award.
• Demonstrated experience developing and maintaining relationships with senior and executive-level government stakeholders, including technology, business, and agency leadership.
• Ability to understand client business and technology priorities and translate those priorities into actionable consulting, technology, and digital transformation opportunities.
• Experience developing and executing capture strategies, including competitive positioning, partner strategy, procurement strategy, proposal development, executive presentations, and oral presentations for complex government procurements.
• Strong working knowledge of IT consulting, systems integration, technology services, and digital transformation, with the ability to credibly engage government executives and technology leaders regarding strategic priorities and modernization initiatives.
• Ability to collaborate effectively with solution architects, subject matter experts, technology partners, account teams, and delivery organizations to develop differentiated and compelling client solutions.
• Understanding of public sector procurement processes, contracting mechanisms, government budget cycles, and competitive procurement environments.
• Strong executive communication, presentation, negotiation, relationship-building, and consultative selling skills.
• Demonstrated ability to operate effectively in a senior leadership role combining greenfield business development, existing-account growth, strategic pursuit leadership, and delivery oversight.
Education
• Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Public Administration, or a related discipline.
• An equivalent combination of education, professional experience, and demonstrated industry expertise may be considered.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $140,300.00 $245,500.00.
