Position Summary

Performs highly complex (seniorlevel) business analysis work for the Chief Financial Office (CFO) of the Texas Department of Information Resources. Work involves gathering, developing, and documenting business requirements; reviewing, assessing, and developing business processes; developing and maintaining standard operating procedures (SOPs) and process maps; designing and implementing artificial intelligence (AI) and agentic AI automation of manual finance processes; and developing and maintaining the CFO Division executive dashboard in Power BI or Tableau. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This position performs the following essential functions:

  • Designs, builds, deploys, and maintains the CFO Division executive dashboard in Power BI or Tableau, consolidating budget, appropriation, expenditure, procurement, and revenue data into a single reporting view for the CFO, Deputy CFOs, and division directors.
  • Gathers, analyzes, and documents business requirements, business processes, and problems across CFO Division sections, and translates them into technical specifications, data models, and reporting requirements.
  • Refines, develops, and maintains SOPs and endtoend process maps for CFO Division functions, including budget development and execution, accounts payable and voucher processing, purchasing and encumbrance, revenue and fee administration, and monthend and yearend close; establishes a review cycle to keep documentation current.
  • Identifies opportunities to improve business processes through automation, and designs, pilots, and implements AI and agentic AI workflows that automate recurring manual finance tasks, with documented controls, retained human review and approval points, and audit trails.
  • Analyzes CFO Division policies and procedures to determine their effect on CAPPS Financials and other automated systems; serves as liaison among division staff, agency technology staff, and external vendors on analysis, design, configuration, testing, and policy implementation.
  • Develops and reviews test cases, coordinates and participates in user acceptance testing for reporting and system changes, and provides postimplementation support and data quality validation.
  • Develops training curricula and materials and conducts training for CFO Division staff on dashboards, SOPs, process maps, and automated workflows; provides quality assurance consultation on division projects and special initiatives.
  • Performs other workrelated duties as assigned.

Qualifications

  • Minimum of five (5) years of experience performing business analysis work, including requirements gathering, business process analysis, and documentation.
  • Minimum of three (3) years of experience developing dashboards, reports, and data visualizations in Power BI, Tableau, or both.
  • Minimum of two (2) years of experience developing, refining, and maintaining standard operating procedures (SOPs) and process maps.
  • Experience applying artificial intelligence (AI) tools to business processes, including designing or implementing agentic AI workflows that automate multistep manual tasks.
  • Experience writing business and technical requirements, test cases, and user acceptance testing plans.
  • Experience querying, reconciling, and validating data from an enterprise financial or enterprise resource planning system.
  • Experience presenting analysis, process recommendations, and reporting products to management.
Education
  • Graduation from a fouryear college or university with major coursework in business administration, finance, accounting, information systems, computer science, or a related field.
  • Additional workrelated experience may be substituted for education on a yearforyear basis (high school diploma required).


Preferred Qualifications

  • Experience in a Texas state agency or other governmental budget, accounting, or finance environment.
  • Experience with CAPPS Financials, the Uniform Statewide Accounting System (USAS), or the Automated Budget and Evaluation System of Texas (ABEST).
  • Experience with Microsoft Power Platform tools such as Power Automate and Power Apps, or comparable lowcode automation platforms.
  • Experience using Structured Query Language (SQL), Python, or Data Analysis Expressions (DAX) for data transformation and modeling.
  • Experience addressing AI governance, data privacy, and security review requirements for AI tools in a public sector environment.
  • Certified Business Analysis Professional (CBAP) certification.
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma certification.
  • Microsoft Certified: Power BI Data Analyst Associate certification.


Knowledge/Skills/Abilities

  • Knowledge of business analysis methodologies and the systems development life cycle; of business process analysis, process mapping, and standard operating procedure development; of governmental budgeting, accounting, and financial reporting practices; and of project management principles and practices.
