Position Summary

Performs managerial work serving as the Deputy Chief Financial Officer for Operational Finance at the Texas Department of Information Resources (DIR). Under the general direction of the Chief Financial Officer (CFO), the Deputy CFO directs the agency's daytoday operational finance and accounting functions, including general ledger, accounts receivable, accounts payable and travel, and payroll.

The position is responsible for the accuracy, integrity, timeliness, and internal control of the agency's accounting records, disbursements, receipts, and payroll, and for compliance with applicable state financial, purchasing, and reporting requirements. Work involves establishing operationalfinance goals, policies, procedures, and performance standards; directing and evaluating the work of subordinate managers and their teams; reviewing and approving financial transactions and reports; and serving as the CFO's principal deputy for operational financial matters.

The Deputy CFO advises and recommends appropriate actions to the Chief Financial Officer and other members of executive management, responds to legislative and oversight inquiries, participates in developing the agency's Legislative Appropriations Request (LAR), and communicates with the Comptroller of Public Accounts, the State Auditor's Office, and other stakeholders. The position acts for the Chief Financial Officer as delegated, works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

  • Serves as the agency's Deputy Chief Financial Officer for Operational Finance and acts as the Chief Financial Officer on operational financial matters as delegated.
  • Directs the general ledger function, including chartofaccounts maintenance, journal entries, account reconciliations, periodend and yearend close, and the integrity of the agency's accounting records in the state financial systems.
  • Directs the accounts receivable function, including customer invoicing, cash receipts, deposits, collections, and the reconciliation of receivable balances; Directs the accounts payable and travel function, including vendor payments, promptpayment compliance, purchase and travel voucher processing, and employee travel reimbursement in accordance with state travel rules.
  • Directs the payroll function, including timely and accurate payroll processing, deductions and benefits coordination, payroll tax and reporting compliance, and reconciliation of payroll to the general ledger; Establishes operationalfinance goals, policies, procedures, internal controls, and performance standards; ensures adherence to applicable state financial, purchasing, and reporting requirements and to generally accepted accounting principles; and directs corrective action where controls need improvement.
  • Reviews and approves financial transactions, disbursements, and reports within delegated authority; oversees the preparation and reconciliation of financial data supporting the agency's annual financial reporting, including coordination with the Comptroller of Public Accounts.
  • Responds to legislative, audit, and oversight inquiries; participates in developing the agency's Legislative Appropriations Request and biennial operating plan; and prepares and presents financial analyses and decision materials for the Chief Financial Officer and executive leadership.
  • Supervises the managers and staff of the general ledger, accounts receivable, accounts payable and travel, and payroll teams; assigns and prioritizes work; evaluates performance; and develops staff capability through coaching, crosstraining, and succession planning.

Minimum Qualifications

Education
  • Graduation from an accredited four (4) year college or university with major coursework in accounting, finance, business or public administration, or a related field is generally preferred.
  • Experience and education may be substituted for one another on a yearforyear basis (highschool diploma required).
Experience and Training Required
  • Minimum of ten (10) years of experience in the management and direction of accounting or operationalfinance functions such as general ledger, accounts payable, accounts receivable, or payroll, including in a governmental or comparable environment.
  • Minimum of ten (10) years directing periodend and yearend close, financial reporting, and reconciliation of accounting records.
  • Experience establishing or revising financial policies, procedures, and internal controls, and ensuring compliance with applicable financial and reporting requirements.
  • Minimum of ten (10) years of experience leading, coaching, supervising, or coordinating the work of others, including managing subordinate managers or team leads and facilitating performance evaluations.
  • Advanced spreadsheet and database experience for reconciliation, analysis, and reporting (e.g., pivot tables, VLOOKUP).


Preferred Qualifications

Experience and Training Preferred
  • Experience with State of Texas financial systems, including the Uniform Statewide Accounting System (USAS), CAPPS Financials, CAPPS HR/Payroll, and the Automated Budget and Evaluation System of Texas (ABEST).
  • Experience serving as a deputy or secondincommand to a chief financial officer or comparable finance executive.
  • Professional credential such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Government Finance Officer (CGFO), or a master's degree in business or public administration (MBA/MPA).
