Duties

Help

As the Deputy Manager Kansas City Field Office you will have the following duties:

• Provide overall executive management of the Kansas City Field Office federal staff in executing their assigned roles, responsibilities, authorities, and accountabilities.
• Oversee the plant management and operations of NNSA infrastructure and facilities, direct the plant to prepare site-specific plans, and participate as the federal representative in the development of the facilities and infrastructure recapitalization program.
• Manage and administer contracts, through properly credentialed Contracting Officers (CO) and delegated Contracting Officer Representative (COR) authorities at the Field Office to direct, oversee, and evaluate the work of M&O and other assigned contracts.
• Oversee implementation of environmental, safety, and health programs at the plant/sites.
• Oversee and approve as required by DOE orders/delegated authorities the M&O contractor's plans required to manage and implement the Safeguards and Security Program at the site.
• Direct Emergency Management and Response for the Field Office.
• Utilize NNSA finance and accounting programs to ensure the use of proper oversight and controls at the both the Field Office and within the M&O contractor organization.
• Ensure Legacy Management activities associated with past operations in the Kansas City area are conducted in accordance with federal and agency regulations.
• Provide Executive leadership and oversight of M&O and federal long-term capacity planning and execution as weapon program forecasts change over time; to include land, facilities, equipment, and human resource needs.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

There are two MTQs.

MTQ 1: Describe your experience or ability to provide leadership, direction, and oversight for a complex organization in the areas of national security, work for other government agencies, program/project management, quality assurance, facilities engineering, emergency response, environment, safety and health and technical security programs; to include large nuclear and hazardous non-nuclear manufacturing facilities; specifically quantify results or improvements you have implemented.

MTQ 2: Describe your experience in leading strategic efforts in national security, production management, facility management and site operations to ensure long term viability of organizational assets; specifically quantify changes you have implemented in production management, facility management and site operations.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position.

There are five ECQs:

1: Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

2:Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

3: Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

4: Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

5: Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

You must meet the basic education requirements for at least one of the occupational series (0801 or 1301) identified below. You are required to submit unofficial college transcripts as outlined in the Required Documents section of this announcement. Failure to submit transcripts will result in disqualification for this position.

To qualify for the 0801 General Engineering series, you must possess:

A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.-or-

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

(I) Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or

(II) Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or

(III) Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or

(IV) Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

To qualify for the 1301 Physical Science series, you must possess:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

You must provide a copy of your unofficial transcript(s). Be sure to include those transcripts directly applicable for meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position. Official transcripts will be required prior to entrance-on-duty for individuals selected.
