Duties

As a Program Analyst (Security Operations), NQ-0343-03 you will:

• Provide independent analysis and review of Naval Nuclear Propulsion Program (NNPP) security programs and procedures, and hands-on management of security-related activities within the Naval Nuclear Propulsion Program
• Oversee day-to-day security operations both at Naval Reactors Headquarters and Field Offices, coordinating security requirements across a broad range of site and contractors
• Assisting with and develop security processes and procedures for the international sharing of nuclear technology and information, analyzing and reviewing federal laws, regulations, and policies to ensure continued compliance with federal security requirements throughout the Naval Nuclear Propulsion Program.
• Provide analysis of interrelated aspects that affect major administrative operations, such as security oversight, administrative support functions, and business operations.
• Provide recommendations and decisions on how to proceed in planning, organizing, and conducting evaluations that are complicated by conflicting program goals and objectives.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 or GS-12 in the Federal service.

Specialized experience for this position is defined as meeting ALL of the following:

1. Analyzing program areas, including prime contractor policies and procedures for management and internal controls, budget and resource management, and contractor assessment in those areas;
2. Reviewing the effectiveness, adequacy, and compliance of prime contractor management controls, budget and resource utilization, and contractor performance assessment processes; and
3. Evaluating program performance and risks; providing expert advisory services to management on issues related to management and internal controls, budget and resource management, and contractor assessment.
