The Technical Services Bureau (TSB) serves as the Department's central technology organization responsible for providing enterprise information technology services, communications systems, public safety technologies, digital evidence systems, surveillance technologies, records systems, operational technology, cybersecurity services, and modernization initiatives supporting Department-wide operations.

The incumbent serves as the Deputy Chief Information Officer (DCIO) and is responsible for executive leadership, strategic planning, governance, engineering oversight, and operational management of the Department's enterprise technology infrastructure and public safety technology ecosystem. The position directs the design, implementation, operation, security, modernization, and lifecycle management of critical technology platforms supporting law enforcement operations, criminal investigations, intelligence activities, emergency response functions, and administrative services.

The incumbent will be responsible for the following:

• Serving as the principal advisor to the Chief Information Officer on matters involving enterprise technology strategy, infrastructure modernization, public safety technology integration, engineering governance, cybersecurity risk management, operational resiliency, and technology investment planning.
• Leading the planning, design, engineering, deployment, maintenance, and modernization of enterprise networks, data centers, cloud environments, compute and storage platforms, wireless systems, telecommunications services, and mission critical public safety technologies.
• Overseeing surveillance and sensor-based systems, including CCTV networks, License Plate Readers, video management platforms, Real Time Crime Center technologies, geographic intelligence systems, digital evidence platforms, and emerging public safety tools.
• Providing executive oversight for technologies supporting crime analysis, intelligence operations, event monitoring, tactical missions, homeland security activities, and emergency response.
• Ensuring MPD technology systems are designed and operated to support officer safety, investigative operations, emergency response, continuity of operations, homeland security initiatives, and intelligence activities.
• Directing the development and maintenance of MPD's enterprise architecture across business, data, security, infrastructure, cloud, surveillance, operational technology, and public safety domains.
• Establishes technical standards, engineering frameworks, architecture review processes, interoperability requirements, configuration management controls, and lifecycle management practices.
• Chairing and participating in technology governance bodies, technical review boards, architecture committees, and change management forums.
• Coordinating system integration across CAD, RMS, digital evidence platforms, LPR systems, GIS, intelligence systems, emergency operations systems, surveillance platforms, communications systems, and other mission critical applications.
• Partnering with the CIO, cybersecurity leadership, application development teams, and District technology stakeholders to implement secure architecture standards, Zero Trust principles, modernization initiatives, risk assessments, and vulnerability remediation plans.
• Ensuring compliance with CJIS Security Policy, NIST standards, District technology policies, privacy requirements, criminal justice regulations, and internal Department policies.
• Directing infrastructure resiliency, disaster recovery, business continuity, backup, restoration, and service recovery programs to meet established recovery time and recovery point objectives.
• Maintaining comprehensive system documentation, including architecture inventories, interface maps, data lifecycle documentation, user access documentation, and data dictionaries.
• Managing infrastructure and engineering budget planning, technology investments, procurement activities, resource allocation, capital improvement projects, contract oversight, and executive level justifications.
• Leading subordinate managers, supervisors, technical teams, contractors, and vendors responsible for infrastructure engineering, telecommunications, surveillance technology, operational technology, and technology operations.
• Establishes organizational priorities, performance expectations, operational procedures, staffing plans, training requirements, and technical competencies for subordinate teams.
• Evaluating operational performance, system reliability, service delivery, cybersecurity risks, project outcomes, and organizational effectiveness to identify opportunities for improvement.
• Developing policies, standard operating procedures, technical guidance, operational controls, and transition/migration plans to enhance performance, efficiency, security, and continuity of technology services.
• Representing MPD in meetings with District agencies, federal partners, public safety organizations, vendors, contractors, consultants, and other external stakeholders.
• Preparing and delivering executive briefings, strategic plans, technical recommendations, decision papers, budget justifications, risk assessments, project updates, and performance reports for senior leadership.
• Performs other related duties as assigned.

Qualifications, Education and Work Experience

Qualifications

• Mastery of information technology management principles, concepts, methods, and practices sufficient to direct the planning, design, implementation, operation, modernization, security, and governance of a large, complex enterprise technology environment supporting critical public safety operations.
• Expert knowledge of enterprise architecture, infrastructure engineering, telecommunications, cloud computing, cybersecurity, surveillance technologies, digital evidence systems, public safety communications systems, operational technology environments, and emerging technology platforms.
• Mastery of strategic planning, capital investment planning, technology portfolio management, organizational leadership, and executive-level decision-making principles sufficient to establish long-range technology strategies and organizational priorities.
• Expert knowledge of law enforcement and criminal justice technology environments, including CAD, RMS, Digital Evidence Management Systems, Geographic Information Systems (GIS), License Plate Reader (LPR) technologies, RTCC platforms, surveillance technologies, and intelligence systems.
• Knowledge of CJIS Security Policy, NIST Cybersecurity Framework, NIST Risk Management Framework, NIST SP 800-53, Zero Trust Architecture principles, cloud security standards, privacy regulations, and information security governance.
• Mastery of analytical and evaluative methods sufficient to assess enterprise-wide technology programs, identify risks, establish priorities, evaluate alternatives, and develop strategic solutions to highly complex technical and organizational challenges.

Education

A degree from an accredited college or university in Information Technology, Computer Science, Information Systems, Engineering, Cybersecurity, Telecommunications, or a closely related field is required.

Work Experience

Applicants must possess one (1) year of specialized experience equivalent to at least the MS-14 grade level in the District of Columbia government or its non-District equivalent, gained from the private or public sector. Specialized experience includes directing enterprise infrastructure operations, engineering organizations, public safety technology environments, cloud services, cybersecurity initiatives, enterprise architecture programs, telecommunications systems, and large-scale technology modernization efforts.

One year of prior management/leadership experience required.

Licensures, Certifications and other requirements

Applicants must possess one or more industry-recognized certifications, including CISSP, CISM, PMP, TOGAF, ITIL Managing Professional, AWS Solutions Architect, Microsoft Azure Architect Expert, Google Professional Cloud Architect, or Certified Data Center Professional.

Work Environment

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

This position requires the incumbent to perform related duties throughout the district and surrounding areas. Applicants must have the ability to travel independently to various work sites.

Position Designation:

The Metropolitan Police Department is a 24-hour, 7 days a week operation. This position is considered essential per DPM Chapter 12. An essential employee must report to or remain at work if activated, during a declared emergency.
