Job Description:

Blue Water Thinking is seeking an experienced and dedicated Deployment Manager to join our team, supporting the Integrated Healthcare Transformation (IHT) initiative at the Department of Veterans Affairs. The primary responsibility of this role is to support the Veterans Health Administration (VHA) in the oversight of complex project management tasks for infrastructure design and construction projects.

Responsibilities:
  • Manage and oversee large project portfolios requiring proficient knowledge and application of project management best practices and construction management, ensuing all initiatives are aligned with Program Office and organization objectives, upholding standards for compliance, quality, and timely completion.
  • Facilities problem-solving discussions with large, diverse stakeholder groups responsible for managing Information Technology Infrastructure and/or Physical Infrastructure projects, applying comprehensive life cycle and project management methodologies throughout project execution.
  • Monitors and reports on capital project scope, schedule and cost parameters to maintain effective project controls.
  • Identify, track, mitigate and communicate risks and issues to support successful project delivery.
  • Measure program success, outcomes, and performance improvement initiatives.
  • Support the management of projects and programs to enhance productivity and performance.
  • Develop and contribute to program reports, briefings, and documentation for internal and external stakeholders.
  • Collaborate with VHA leadership and cross-functional teams to align program goals with Veteran healthcare needs.

Minimum Qualifications:
  • Bachelor's degree (BA/BS) in Engineering, Construction Management, Facility Architecture, business administration/management or related field.
  • Minimum of 8 years of experience, including experience in engineering, construction project/program management.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent written and verbal communication skills for producing reports and engaging stakeholders.
  • MS Office suite skills (Excel, Word, PowerPoint, Outlook, etc.).

Preferred Qualifications:
  • Professional certifications such as Project Management Professional (PMP) or Certified Healthcare Facility Manager (CHFM).
  • Experience supporting federal healthcare initiatives, especially within the Department of Veterans Affairs.
  • Active Public Trust clearance or ability to obtain one.

Eligibility:
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements.
