Position Overview:As a Program Manager at NOGJ, this position will be responsible for overall program planning, direction, and control and meeting the contract and/or customer funded requirements for an entire program. This position is responsible for effectively leading project managers and functional leads to integrate research and development, production, quality assurance, test, product support, procurement, contractual and financial data; managing the cost, schedule and technical performance of company programs; participating in the negotiation of contracts and contract changes; coordinating the preparation of proposals, proposal work assignments and specifications, budgets and financial terms or conditions of contracts for a whole program.

Your Day to Day as a Program Manager at NOGJ: - Provide primary customer contact for program activities. Lead program review sessions with customers to discuss cost, schedule and technical performance
- Act as a primary interface to executive management for the execution of assigned programs
- Responsible for accomplishing all program contract requirements through the application of company internal controls, communication, and policy, directive and procedure requirements
- Establish milestones, monitors adherence to integrated master plans and schedules
- Manage the development and/or manufacturing plan and identify program problems and obtain solutions such as improved allocation of resources or changing contractual specifications
- Has the responsibility to accept program direction from company executives and implement it expeditiously and conscientiously
- Manage their programs to the best of their abilities within the approved resources
- Responsible for being customer-focused and providing the best, most cost-effective systems or capabilities, and within contract boundaries
- Innovate, strive for optimal solutions and seek better ways to manage
- Responsible for being candid about program status, including risks and problems as well as potential solutions, likely outcomes and opportunities
- Prepare thorough estimates of financial and resources that are required to manage the program
- Provide the approved financial base-lined program awards, sales, contract profit, profit margin, cash, (and if provided, overhead funds and company discretionary funds such as bid and proposal funds, or independent research and development funds)
- Identify weaknesses in the program management process and propose solutions for such
Required Qualifications: - Requires a minimum 10 years of related experience with a technical BS degree or 14 years of experience without a technical BS degree, with 5 to 7 years of that experience being in a Program Manager/Project Manager role
- Previous management experience is preferred
- PM certification preferred
- Knowledge of marketplace and customer needs, objectives and expectations
- Extensive knowledge of company product lines, policies and procedures
- Knowledge of program management practices, including program planning, risk management, issue escalation, schedule and resource management, and earned value and financial activities
- Knowledge of document control requirements
- Knowledge of procurement terms and processes
- Knowledge of negotiation strategies for assigned programs
- Knowledge of engineering and manufacturing fundamentals and terminology
- Knowledge of computers, computer applications and software used to accomplish the responsibilities of the position
- Knowledge of safety rules and regulations
- Ability to understand the power of delegation on team effectiveness
- Ability to conduct efficient meetings using agendas and action items
- Ability to prepare clear, high-quality letters, memos and program reports
- Ability to communicate effectively with all levels of management and individual contributors internally and externally
- Ability to make program or project changes based on analysis of results, new legislation, contractual or departmental changes
- Must effectively represent the department to other departments and agencies, and before public entities
- Must establish and maintain effective working relationships with those contacted in the course of work, such a program participants and other staff and representatives from other organizations
- Must effectively work as a team member or a team leader
- Ability to create and give successful presentation(s) to management and customers in clear, concise and easily understandable format
- Must be a U.S. Citizen with no dual citizenship
- Must be able to obtain and maintain a U.S. Department of Defense (DOD) and possible Department of Energy (DOE) clearance and satisfy federal government requirements for access to government information

Pay: $114,000.00 - $180,000.00
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $114,000.00 and $180,000.00 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,' unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
