PRIMARY FUNCTION

The Database Migration Engineer provides database engineering, data migration, and technical implementation support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for analyzing, mapping, transforming, migrating, validating, and reconciling data from legacy systems into modernized application environments.

The Database Migration Engineer works closely with Government stakeholders, business analysts, functional subject matter experts, developers, solution architects, security personnel, and testing personnel to ensure data is accurately and securely migrated while preserving data integrity and supporting operational continuity. This individual supports migration activities throughout the system development lifecycle, including data discovery, migration planning, development, testing, cutover, validation, and post-migration support.

This position is contingent up contract award.

ESSENTIAL FUNCTIONS

  • Analyze legacy data sources, structures, schemas, relationships, and dependencies to support migration planning and execution.
  • Develop and maintain data migration strategies, source-to-target mappings, transformation rules, scripts, and procedures.
  • Extract, transform, and load data from legacy systems into modernized applications and supporting database environments.
  • Collaborate with Government stakeholders, business analysts, and Functional SMEs to define data mappings, business rules, validation criteria, and data quality requirements.
  • Perform data profiling and analysis to identify data quality issues, inconsistencies, duplicates, gaps, and migration risks.
  • Develop processes to cleanse, normalize, transform, and prepare legacy data for migration.
  • Design and execute repeatable migration processes to support development, testing, staging, and production environments.
  • Perform data validation and reconciliation to verify the completeness, accuracy, consistency, and integrity of migrated data.
  • Develop queries, scripts, utilities, and other technical components necessary to support migration and validation activities.
  • Collaborate with application and integration developers to ensure migrated data aligns with target application structures, interfaces, and functionality.
  • Support database schema mapping and modifications necessary to accommodate legacy data within modernized solutions.
  • Work with Security Engineers and system administrators to ensure data is appropriately protected throughout extraction, transformation, transfer, storage, and migration activities.
  • Support migration testing, including trial migrations, data validation, regression testing, and production readiness activities.
  • Identify, document, track, troubleshoot, and resolve migration defects, data discrepancies, and technical issues.
  • Support migration cutover planning and execution to minimize disruption to ongoing Government operations.
  • Develop and support rollback, recovery, and contingency procedures associated with migration activities as required.
  • Monitor migration performance and troubleshoot database, data transformation, and migration-related issues.
  • Maintain technical documentation, including source-to-target mappings, transformation rules, migration procedures, validation results, reconciliation records, and known issues.
  • Participate in technical reviews, migration readiness reviews, Agile activities, project meetings, and other implementation activities.
  • Support post-migration validation, stabilization, knowledge transfer, and transition activities.

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
  • Experience performing data migration for enterprise application modernization or digital transformation initiatives.
  • Experience analyzing and migrating data from legacy applications and databases to modern or cloud-based solutions.
  • Experience with relational database technologies and SQL.
  • Experience with data extraction, transformation, and loading (ETL) processes and tools.
  • Knowledge of data mapping, transformation, cleansing, normalization, validation, and reconciliation techniques.
  • Experience developing and executing complex database queries, scripts, and data migration utilities.
  • Experience performing data profiling and identifying and resolving data quality issues.
  • Familiarity with Microsoft SQL Server, Azure-based data technologies, or similar enterprise database platforms.
  • Knowledge of database schemas, relationships, constraints, indexing, and data integrity principles.
  • Experience conducting trial migrations and supporting production data migration and cutover activities.
  • Familiarity with data security, access controls, and protection of sensitive Government information.
  • Experience working within Agile software development and DevSecOps environments.
  • Familiarity with Azure DevOps or similar development and work management tools.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Ability to effectively collaborate with business, functional, technical, and Government stakeholders.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and relevant professional experience in database engineering, data migration, data management, software development, information technology, or a related discipline.
  • Ability to successfully pass a pre-employment drug test and background check.

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
