Job Summary:

The Human Service Integration (HSI) provides services in relation to assessment and eligibility for income support programs including Fair Pass, Welcome Policy, Child Care Fee Subsidy, Ontario Works and Rent Geared to Income and etc. to Toronto citizens. The HSI team is currently hiring a Data Specialist to report to the Manager of Quality Assurance and Data Management. You will leverage existing and new technologies, to support the development of new data source integrations, interpreting raw data and turning it into useable information that drives data driven decision making and actionable outcomes. You will promote trend analysis and the use of data to identify root causes of problems that can be addressed to improve call traffic, application processing, and performance management.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work.
  • Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional and other spatial datasets.
  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
  • Investigates and implements cutting edge machine learning techniques.
  • Develops, implements, and evaluates work plans for divisional data projects and tasks.
  • Explores, analyses, and advises the Team Lead and Manager on the value and applications of, and challenges associated with, emerging datasets.
  • Works with various research methods.
  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPS-probe data, sensor-based data, and other large datasets.
  • Conducts peer and literature reviews on novel modelling and analysis techniques in spatial data science.
  • Establishes and applies best practices in documenting processes, models, analyses, and code.
  • Keeps abreast of the latest research in the relevant fields, spatial data analytics and machine learning.
  • Serves as a subject matter expert on decisions or questions related to data analytics and modelling.
  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.
  • Works with internal and external partners and private sector collectors, disseminators and analysts to collect and analyze data on behalf of the Division.
  • Develops strategies to ensure information is available and accessible for stakeholders including Council, the public, and staff.
  • Attends and presents at conferences and technical working groups, spatial analytics, data analysis, and/or machine learning.
  • Fosters and maintains effective working relationships and networks with divisional staff, other government agencies, and other data science professionals.
  • Monitors and evaluates the functionality of applications developed at the Divisional level and makes recommendations for enhancements.
  • Ensures compliance with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies.


Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in a relevant discipline (e.g. Data Analytics/Science, Statistics, Mathematics, GIS, Environmental or Social Sciences, Computer Science) or an approved equivalent combination of education and experience.
  2. Considerable experience applying data analytics techniques (e.g., descriptive analytics, trend analysis, forecasting, segmentation, geospatial analysis, anomaly detection) to uncover trends and support operational/strategic decision making.
  3. Considerable experience designing and building dashboards with modern BI and location intelligence tools (Tableau, Power BI, ArcGIS, Looker, etc.).
  4. Experience leading projects in CRM/ telephony systems, data operations, data science, or data analytics, including developing and implementing actionable work plans.
  5. Experience maintaining VoIP (including SIP) networks and call centre technologies (e.g. Genesys, CISCO) including Interactive Voice Response (IVR) platform; while troubleshooting telephony issues, managing user access, monitoring call traffic, tracking system performance metrics and generating regular usage reports to identify cost- saving and efficiency improvements
  6. Excellent verbal, written, presentation and interpersonal communication skills that are adaptable to a variety of audiences (i.e. technical staff, business staff, senior management, council reports)
  7. Familiarity working with demographic and behavioural data to glean insights about populations in areas of interest (e.g. census data, survey data).
  8. Highly developed facilitation, problem-solving, and conflict resolution skills.
  9. Ability to exercise discretion and judgement with confidential information.
  10. Exceptional ability to seamlessly distill very technical concepts to business users and vice versa.
  11. Exceptionally self-motivated and directed approach, with a keen attention to detail and organization.
  12. Knowledge of research, data collection, writing summaries, and visualizing data.
  13. Knowledge of advanced data analytics, interpretation of data, and statistical modelling using Python, R, SQL or other equivalent tools.
