Job Summary :
  • The Plant Utilities Commissioning & Qualification (C&Q) Lead is responsible for directing and executing all commissioning activities for plant utility systems-including chilled water, heating hot water, plant steam/condensate, instrument air, domestic water, industrial water, and process waste-within our client's Expansion Project in Apex, NC. This role ensures all utility systems are designed, installed, tested, energized, and documented in accordance with project requirements, safety protocols, and industry standards. This position is ideal for an experienced C&Q lead with a strong background in capital projects, site expansions, and large-scale facility builds.

Roles & Responsibilities :
  • Plant Utilities System Leadership
  • Serve as the C&Q lead for all plant utility systems within project scope.
  • Coordinate and plan energization activities in partnership with the site utilities team.
  • Oversee and ensure safe execution of steam and air pipeline blow-outs.
  • C&Q Lead Responsibilities
  • Commissioning Documentation
  • Review and interpret engineering documents, P&IDs, and design specifications to fully understand system design and function.
  • Partner with engineering and automation teams to clarify system intent and operational requirements.
  • Develop Commissioning Test Plans that translate design intent into clear, testable steps.
  • Coordinate with the Automation Team to incorporate all automation and functional testing requirements.
  • Work with SMEs to ensure system requirements are accurately captured and reflected within commissioning documentation.
  • System Ownership & Execution
  • Assume full ownership of the utility systems post-construction through C&Q completion.
  • Perform Lockout/Tagout (LOTO) procedures and maintain safety compliance throughout execution.
  • Conduct pre-startup safety reviews and risk assessments to ensure readiness.
  • Prepare daily pre-task plans and verify field team readiness for safe execution.
  • Attend and contribute to daily commissioning coordination meetings.
  • Conduct set-to-work, startup, and system energization activities.
  • Execute commissioning protocols with strong attention to detail and quality.
  • Troubleshoot and resolve system or execution issues as they arise.
  • Support safe energization of utilities to process and end-user systems.
  • Participate in Factory Acceptance Tests (FATs) and Site Acceptance Tests (SATs) as required.

Education & Experience :
  • Minimum 10 years of role-specific experience in C&Q, plant utilities, or related engineering functions.
  • Must have C&Q Lead experience.
  • Experience supporting capital projects required.
  • Experience with site expansions, greenfield facilities, or large-scale building projects strongly preferred.
