Position OverviewAalis Management Consulting is seeking a Cost Modeling Subject Matter Expert (SME) to support a federal agency's IT Financial Management, Working Capital Fund (WCF), cost model development, and financial systems modernization initiatives. The Cost Modeling SME will provide subject matter expertise in full-cost accounting, cost allocation methodologies, rate development, chargeback models, and financial management operations supporting federal working capital and revolving fund environments.
The ideal candidate will have hands-on experience developing and implementing cost models within the federal government, including experience with SFFAS 4 (Managerial Cost Accounting Standards) and SFFAS 10 (Accounting for Internal Use Software). The candidate will support the design, refinement, and implementation of cost allocation frameworks that improve financial transparency, billing accuracy, and decision-making.
This position requires a candidate who can translate complex financial requirements into practical solutions, collaborate with financial managers, program stakeholders, and system teams, and support implementation efforts, not solely advisory or assessment activities.
Key Responsibilities- Provide subject matter expertise supporting federal Working Capital Fund (WCF), revolving fund, and IT financial management operations.
- Develop, analyze, and implement cost models supporting full-cost accounting, service costing, and financial transparency.
- Design and improve cost allocation methodologies, rate development processes, and chargeback models.
- Support development, validation, and maintenance of financial models used for billing, forecasting, budgeting, and resource planning.
- Apply federal accounting standards, including SFFAS 4 and SFFAS 10, to support cost accounting practices and financial reporting requirements.
- Analyze cost drivers, consumption patterns, resource utilization, and service delivery models to support accurate cost recovery.

- Develop documentation, procedures, and recommendations related to cost model implementation and financial operations.
- Collaborate with financial analysts, IT teams, business owners, and government stakeholders to validate cost assumptions and improve financial processes.
- Support integration of financial management systems and reporting tools.
- Analyze financial data and create executive-level reports, dashboards, and presentations.
- Support audit readiness activities through documentation review, financial controls, and process improvement.
- Identify opportunities for automation, process improvements, and enhanced financial reporting.
- Participate in stakeholder meetings and communicate complex financial concepts to technical and non-technical audiences.
Required Qualifications- Bachelor's degree in Finance, Accounting, Economics, Business Administration, Information Systems, or a related discipline.
- Minimum of 8 years of federal financial management experience supporting financial operations, cost accounting, or financial systems initiatives.
- Demonstrated experience supporting Working Capital Funds (WCF), revolving funds, or fee-for-service financial environments.
