As a Contract Specialist, you will:
- Serve as a warranted Contracting Officer.
- Generate a variety of procurement actions via GSA federal supply schedules, UNICOR, NIB, NISH, GWAC, agency BPAs and commercial sources in the open market while also applying Simplified Acquisition Procedures and Socioeconomic Programs where appropriate.
- Perform the full range of contract administration duties including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extension, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of government furnished property, approval of progress payments, final payment, and contract closeout.
- Coordinate contracting activities with other government agencies having interrelated requirements, e.g., obtaining wage rate information from the Department of Labor, requesting audit reports or pre-award surveys from appropriate government agencies, obtaining clearances from the Small Business Administration, and advertising work to be published in the Federal Business Opportunities (FedBizOpps).
- Assist in conducting comprehensive cost benefits studies in accordance with the provisions of OMB Circular A-76 to determine whether commercial products and services used by the Division are to be provided by the Government or by private sources.
- Review statements of work and provide input and insight designed to ensure feasibility and compliance with DOJ-wide contract terms and conditions.
- Assist in preparing procurement policies and procedures based on changes in statues, DOJ regulations and best practices and offer recommendations for implementation to the Assistant Director and Director of Procurement.

QualificationsTo qualify at the GS-13 level, applicants must meet all the requirements listed below:
Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions to this requirement will be made for current employees who occupied a GS-1102-13 position on January 1, 2000).
Training: A Federal Acquisition Certification in Contracting (FAC-C) (Professional) certification is
required for successful performance of the assigned duties. Applicants must possess a FAC-C (Professional) certification in accordance with the Federal Acquisition Institute (FAI) FAC-C Certification Standards or equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification standards. Please indicate in your application your level and source (FAI, DAWIA) of certification.
Experience: Four (4) years of experience in contracting or related positions. At least 1 (one) year of that experience must have been specialized experience at, or equivalent to, work at the GS-12 level. Examples of specialized experience include: awarding, administering, and closing out various contract types such as, Fixed-Price; Indefinite Delivery Contracts; Time and Materials; performing contract analysis such as quality assurance and surveillance plans/procedures to measure contractor performance; assessing and monitoring financial operations specific to contracts; planning and conducting detailed contract price/cost analyses, assisting with new procurement policy formulation; and providing guidance to personnel in the development and formulation of contracting approaches.
