Reporting Structure: Direct Report: Area Construction Manager (or Project Director / General Manager of Projects) Indirect Report: Contract Conformance Regional Lead (CCRL) Position Overview The Contract Conformance Specialist (CCS) is accountable for the day-to-day contractual conformance responsibilities for all executed contractual arrangements across assigned capital and maintenance projects. ...

This role manages the flow of documentation and communication between the Company and Contractors to ensure all contractual obligations are met. The CCS facilitates the timely identification, communication, and resolution of contractual matters, frequently collaborating with legal, project management, construction management, procurement, project controls, and other internal/external stakeholders. Key Scope & Dimensions Portfolio Value: Assigned projects or programs with a consolidated total of up to $400MM per year. Project Duration: Projects typically range up to 4 years in duration. Complexity: Involves assigned projects or programs of elevated complexity. Key Responsibilities Contract Formation & Strategy Demonstrate a clear understanding of and compliance with the Project Execution contracting strategy. Facilitate the preparation of contract exhibits (scope, specifications, pricing, and special instructions). Write technical contract language describing scope, pricing, and special instructions for assigned projects. Coordinate with Contract Management Specialists to ensure project-specific functional requirements, contractor clarifications, and qualifications are incorporated into final documents. Support Project Management in contractor negotiations during bidding and formation phases. Contract Administration & Change Management Manage the change order process: maintain change logs, generate change directives, review contractor-requested changes, and prepare approved change orders. Establish and maintain project contract document control, correspondence, and retention systems in compliance with company procedures. Review contractor-submitted invoices for compliance, distribute them for approval, and track them through payment execution. Request, monitor, and track Service Request Orders (SROs) for third-party service providers throughout project lifecycles. Compliance, Monitoring & Audit Review contractor-submitted documentation for compliance; issue notifications of non-compliance and baseline deviations with Project Manager concurrence. Coordinate with project teams, CCRL, Contract Conformance Managers, and Legal Leads to resolve contractual issues as they arise. Prepare for and provide active support during internal and external company compliance audits. Maintain ongoing communication with the CCRL regarding project status, requirements, and issues, including submitting weekly updates via the CCS Flash Report. Stakeholder Communication & Relationship Management Coordinate the development of project-specific communication plans. Prepare meeting agendas, participate in person, and distribute notes for all contract-related meetings between the Company and Contractors. Participate in and assist with contract conformance training for internal team members and third-party personnel. Project Close-Out Coordinate strict contract close-out procedures with project teams.
