USACE CQM Required - Johnson City, TN | $100k-$120k

We're hiring a Construction Quality Control Manager to lead QC on a Veterans Affairs project in Johnson City, TN. You'll own the Quality Control Plan, run the Three-Phase Control process, and keep inspections, testing, and closeout documentation tight and defensible. This is a field-forward role focused on preventing rework, catching issues early, and driving corrective actions to closure.

If you've run QC on active jobsites and can coordinate subs, inspections, and documentation without slowing production, we want to talk. USACE CQM for Contractors is required (current or ability to obtain immediately to meet contract requirements). This is an on-site role, requiring you to be at the project site at all times when work is being performed.

Responsibilities
• Own the project Quality Control (QC) program on assigned projects and drive it daily in the field.
• Develop, implement, and maintain the Quality Control Plan (QCP) aligned with contract requirements (federal/medical).
• Lead the Three-Phase Control process (Preparatory, Initial, Follow-Up) and document it properly.
• Coordinate and manage inspections and testing (internal, owner, third-party, special inspections) and track results to closure.
• Review submittals, product data, and installation requirements to ensure work is executed per spec and approved submittals.
• Manage deficiency tracking: punch lists, NCRs, rework prevention, corrective actions, and verification of closeout.
• Perform routine field walks to verify workmanship, tolerances, and compliance with drawings/specs.
• Coordinate with the Superintendent/PM/subs to plan quality into the work-avoid rework and schedule hits.
• Maintain audit-ready QC records: inspection reports, test results, turnover packages, and closeout documentation.
• Support commissioning/turnover requirements as applicable (medical/federal standards).
• Use digital tools to track QC items and documentation (Autodesk Build, Bluebeam, etc).

Qualifications

Required
• Proven experience running QC and related work (GC or prime sub) on active job sites with at least 10 years of experience; strong field presence is required.
• Strong understanding of plans/specs, submittals, RFIs, and installation verification.
• Hands-on experience with inspection planning, documentation, and closeout (not just "paper QC").
• Demonstrated ability to coordinate with subs and hold quality standards consistently.
• Strong written documentation and communication skills-clear, complete, defensible records.
• Comfortable using common construction tech (Autodesk Build/Procore, Bluebeam, Microsoft Office).
• Ability to travel to jobsites as needed; valid driver's license.

Also Considered (Train-into-QC Path)
10+ years as an Assistant Superintendent / Field Engineer / Project Supervisor with strong attention to detail and a desire to own QC execution (we can train the right person into formal QC leadership).

Preferred (Nice-to-Have)
• USACE/NAVFAC/VA or federal/public works QC experience; familiarity with Three-Phase Control requirements.
• USACE CQM for Contractors certification (or ability to obtain quickly).
• Experience with medical/healthcare projects, infection control constraints, and strict turnover documentation.
• Experience managing testing/inspection agencies and special inspections (structural, MEP, envelope).
• Strong closeout experience: O&Ms, warranties, as-builts, turnover packages, commissioning support.
