Full Job Description
SpecPro Sustainment and Environmental (SSE) is seeking a Construction Inspector to support the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado.

The Construction Manager will provide construction management support for complex, multi-discipline facility and infrastructure projects involving new construction, renovations, and improvements to real property. The position will provide technical expertise throughout the project lifecycle, from project development and design coordination through construction, field surveillance, and final project closeout.

Duties/Responsibilities:
  • Provide construction management support throughout the full lifecycle of facility and infrastructure projects.
  • Manage and monitor complex, multi-discipline construction projects to ensure compliance with approved plans, specifications, schedules, quality requirements, and engineering standards.
  • Support development of complete project requirement packages, including functional and technical requirements, project schedules, milestones, and independent Government cost estimates.
  • Review and analyze technical submittals, Requests for Information (RFIs), material proposals, shop drawings, and other construction documentation and provide recommendations for Government approval or disapproval.
  • Conduct construction progress meetings with contractors and project stakeholders.
  • Review contractor progress reports, schedules, and payment requests and provide recommendations to the Government.
  • Perform construction surveillance and evaluate contractor quality-control processes and project performance.
  • Interpret engineering drawings, specifications, Statements of Work (SOWs), and other technical documentation to identify and help resolve construction issues.
  • Investigate requirements for contract modifications and change orders and develop or review supporting technical justifications.
  • Support evaluation and negotiation of costs associated with construction modifications within the limits of delegated authority.
  • Review and modify Statements of Work as necessary to address changes to awarded projects.
  • Conduct field surveys and support design coordination and construction execution activities.
  • Review final as-built drawing packages and other project closeout documentation.
  • Utilize engineering and project management software to prepare and manage calculations, specifications, drawings, schedules, estimates, and project documentation.
  • Maintain comprehensive project files, including inspection logs, modification and change-order documentation, progress reports, and other project records.

Required Skills/Abilities:
  • Applicants must have U.S. citizenship - required.

  • Knowledge of engineering and construction standards, methods, practices, techniques, and cost estimating for facility, pavement, and utility systems.
  • Familiarity with Federal, state, and local codes and regulations.
  • Knowledge of standard contracting regulations, practices, procedures, and negotiating techniques.
  • Ability to manage and monitor complex, multi-discipline construction projects.
  • Ability to read, analyze, and interpret engineering drawings, specifications, Statements of Work, technical submittals, and construction documentation.
  • Working knowledge of civil, electrical, mechanical, and structural engineering concepts sufficient to interpret construction plans and practices.
  • Proficiency with automated data processing and project management systems, including Autodesk AutoCAD, Microsoft Project, and the Automated Civil Engineer System (ACES).
  • Knowledge of health, safety, and environmental requirements applicable to facility and infrastructure construction.
  • Ability to develop and review cost estimates, project requirements, schedules, and technical documentation.
  • Strong written and verbal communication, coordination, organization, and problem-solving skills.
  • Ability to obtain and maintain required installation and restricted-area access.

Education and Experience:
  • Degree in Construction Management or Construction Technology.
  • Minimum of three (5) years of construction and/or contract-related experience.

Relevant experience must demonstrate:
  • Knowledge of engineering and construction standards, methods, practices, techniques, and cost estimating as they apply to facility, pavement, and utility systems.
  • Familiarity with applicable codes, regulations, contracting practices, procedures, and negotiating techniques.
  • Proficiency with Autodesk AutoCAD, Microsoft Project, and ACES.
  • Understanding of applicable health, safety, and environmental requirements.
  • Ability to analyze and interpret engineering drawings, specifications, Statements of Work, and material submittals for functional, performance, and constructability requirements.

Work Location:
  • Schriever Space Force Base, Colorado Springs, Colorado.
  • Position supports the 50th Civil Engineer Squadron and requires coordination with Government personnel, engineers, architects, construction contractors, contracting personnel, and other project stakeholders.
  • Work is primarily performed on-site at Schriever Space Force Base.
  • Remote/telework is not anticipated.

Physical Requirements:
  • Ability to perform desk work for extended periods, including sitting and using a computer.
  • Ability to conduct field surveys, construction surveillance, inspections, and project-site visits.
  • Ability to walk, stand, climb stairs, and navigate uneven terrain and active construction environments.

Work Environment:
  • Work will be performed in both office and active construction environments.
