Full-time, contract (three to four months with potential extension to six months)
Position summaryReporting to the associate director, compliance and assessments, licensing, the compliance supervisor is responsible for ensuring that applicants and licensees of the College of Physicians and Surgeons of BC (CPSBC) are compliant with the legislation, bylaws, policies and standards that govern CPSBC.
The compliance supervisor leads and supports the compliance monitor team to process complex applications, support the provisional class of licensure, review and follow up on responses on the annual licence renewal form, conduct regular licensee file review audits, respond to general queries from licensees usually related to scope of practice or change in scope of practice and currency in practice requirements, support both licensure and associate physician accreditation assessments, and support files that need to be referred to the Licence Committee.
This role will also support the development and maintenance of policies, standards, and processes, along with CPSBC and departmental projects.
Duties and responsibilitiesDuties include but are not limited to the following:
- human resource management (with input from the associate director, compliance and assessment, licensing):
- undertake regular meetings with staff
- provide direction, support, training, mentoring and oversight to staff members as appropriate
- assign and monitor tasks as appropriate
- monitor and provide input and feedback on staff performance
- promote teamwork and collaboration
- lead and support processing complex applications:
- review applications and obtain relevant documents relating to matters such as, but not limited to, remedial activities, complaints, and investigations
- create agreement and authorization forms as required, and conduct necessary follow-up and monitoring
- support team with reviewing and summarizing significant and complex information into meaningful correspondence
- review and approval of straightforward applications
- identification and escalation of complex applications
- monitor, identify, and follow up on files referred to the Licence Committee
- generate both operational and ad hoc reports as required
- lead and support monitoring the provisional class of licensure:
- ensure listed requirements of licensure are being met within given time frames
- ensure adequate follow-up is occurring where listed requirements are not being met, including corresponding with licensees and health authorities
- monitor, identify, and follow up on files referred to the Licence Committee
- draft general correspondence for the associate director and/or deputy registrar, licensing
- liaise with UBC on the BC Physician Integration Program
- generate both operational and ad hoc reports as required
- lead and support the annual licence renewal form development, implementation, and follow-up
- liaise with other CPSBC departments for work associated with the annual licence renewal
- lead testing and communication
- notify licensees of penalties and status changes imposed due to non-completion of form
- run weekly reports and review responses provided by licensees to determine whether additional information is required
- coordinate corresponding with licensees via mail, email and telephone to obtain specific details and to advise them of CPSBC Bylaws and policies
- lead the necessary follow-up and monitoring
- draft general correspondence for the associate director and/or deputy registrar, licensing
- generate both operational and ad hoc reports as required
- lead and support the team to conduct regular file audits and to provide overall support to licensees
- conduct licensure file review audits to ensure compliance with legislation, bylaws and policies
- answer general licensure questions
- liaise with other departments/organizations
- manage complex case files and escalations
- ensure file errors are corrected in a timely and accurate manner
- provide recommendations and implementation oversight of any policy and process changes to increase accuracy
- support team with reviewing and summarizing significant and complex information into meaningful correspondence
- draft general correspondence for the associate director and/or deputy registrar, licensing
- generate both operational and ad hoc reports as required
- licensure and associate physician accreditation assessments:
- provide administration and coordination support for assessments, preparation of materials for review for Licence Committee, and follow-up actions as needed
- review draft templates for assessments, communications to licensees/assessors/partners, pre/post materials for Licence Committee
- monitor compliance with requirements
- draft general correspondence for the associate director and/or deputy registrar, licensing
- generate both operational and ad hoc reports as required
- other duties include but are not limited to the following:
- participate in the development and recommendation of changes to policies, standards, procedural descriptions or summaries
- identify issues for discussion at department meetings
- draft and respond to routine correspondence
- confer with Health Insurance BC (MSP) to resolve data transmission issues
- lead and/or assist with special projects related to the licensing department
- coordinate existing or improved procedures with IT
- assist with calculating departmental statistics and reporting
- represent the licensing department with IT project development and implementation
- liaise and offer advice to CPSBC staff regarding independent practice as necessary
Skills and qualificationsRequired skills and qualifications include:
- minimum of two to four years of relevant regulatory experience or equivalent combination of education and experience
- minimum of two to four years of people leadership experience with a proven ability to mentor, motivate and develop staff
- bachelor's degree, or higher, is preferred or the equivalent in experience and qualifications
- knowledge of CPSBC policies and procedures is an asset
- understanding of the Royal College of Physicians and Surgeons of Canada and the College of Family Physicians of Canada, for both scope of practice and examination application process, timelines, and format is an asset
- understanding of international medical graduates and acceptable pathways for licensure is an asset
- strong analytical skills with the ability to seek out and offer solutions to complex compliance issues
- exceptional organizational and communication skills, along with a keen attention to detail, to manage a high volume of work and set work priorities
- ability to work independently, and as a team player, in a fast-paced environment
- strong working knowledge of Microsoft Office applications including Access, Word, and Outlook
- intermediate or advanced Microsoft Excel working knowledge
- familiarity with scientific/medical language is an asset
- excellent oral and written communication skills

The compensation range for this position is based on an annual salary of $72,827 to $91,034 per year.
