Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

Flexible work hours may be permitted with supervisor approval.

The purpose of this position is to provide coordination and administration of Community Relations programs and initiatives focused on community engagement, education, and outreach efforts at the Department of Human Services. The Community Relations Project Manager is part Community Relations Team, which focuses on representing the agency to external parties through communications, government relations, public policy, and community engagement. In coordination with the Commissioner, Assistant Commissioner, Community Relations Director, and the external relations team, the Community Relations Project Manager will focus on developing and sustaining relationships between the Department and the community, including taking the lead on planning and execution of public events. The Community Relations Project Manager will identify and implement opportunities to partner with communities, nonprofits, private entities, local and state government entities, and community members to identify policy solutions that promote equity and inclusion for all Minnesotans. The incumbent will work with other agencies, and the communities DHS serve to develop and implement strategies to engage communities and support DHS' efforts to champion the department's equity work.

Responsibilities include:
  • Independently design and manage strategic engagement projects and events that elicit actionable feedback from communities and produce recommendations for DHS policy or operational changes.
  • Consolidate and analyze public engagement across DHS, maintain agency engagement data systems, and provide actionable reports to the Governor's Office and DHS senior management.
  • Build authentic partnerships with community organizations and internal units.


Qualifications

Minimum Qualifications

Three (3) years of' working experience coordinating and managing projects related to human services.

Experience must include:
  • Practical understanding of social and health disparities issues affecting populations of color, American Indians, and other populations.
  • Working with diverse communities, including historically underserved and marginalized populations.
  • Managing complex projects from planning through execution, including timeline, logistics, stakeholder coordination and evaluation.
  • Facilitation of meetings or public forums, gathering feedback, and synthesizing input into actionable recommendations.
  • Must have a valid driver's license.

*Bachelor's degree in public health, social work, health policy, public policy or related degree may substitute for one (1) year of experience.

**Master's degree in public health, social work, , public policy,or related degree may substitute fortwo (2) years of experience.

Preferred Qualifications
  • Strong written and verbal communication skills, including ability to draft reports, briefing memos, and engagement materials.
  • Ability to build and maintain partnerships with community organizations, government agencies, and internal partners.
  • Experience developing and implementing collaborative projects with public or private sector partners to address social/health disparities issues in social determinants of health (where our clients live, work, study, play and worship, housing health poverty, education, employment or a related area).
  • Excellent oral and written communication skills and interpersonal skills.
  • Ability to engage participation from individuals at all levels of the organization and external partners.
  • Ability to form and sustain collaborative and effective working relationships with a wide variety of diverse individuals, community groups, and organizations to work towards a common goal.
  • Ability to manage multiple priorities and deliver results in a fast-paced environment.
  • Experience integrating human services programming with policy development to strengthen community outcomes.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
