Job Description

The Problems You'll Solve:
Reporting to the Deputy Mayor for Health and Human Services, the Chief of Staff will collaborate closely
with agencies and Mayor's Office units to implement strategic initiatives that optimize operations and
drive efficiency across the Deputy Mayor's portfolio. This individual is a trusted advisor to the Deputy
Mayor and supports executive decision-making by using relevant data to ensure operational efficiency
and effectiveness. The Chief of Staff represents the Deputy Mayor and other key executives across the
Administration in delegated projects and initiatives designed to achieve the agency's priorities and
objectives.

- Supervise DMHHS team members including management of staff daily operations, advising team on immediate and long-term strategies with HHS agencies, managing ongoing crises and liaising between staff and Deputy Mayor, along with the Chief of Staff.
- Manage a variety of high-priority projects for the Deputy Mayor, driving towards goals, ensuring timely
completion of deliverables, troubleshooting issues.
- Support the Deputy Mayor with oversight of operational or organizational issues as well as advising on key hiring or appointments.
- Coordinate with units, agencies, boards, organizations, and institutions relevant to the work of the Deputy Mayor.
- Coordinate and manage communications and outreach strategies and ensure positive and efficient relationships between all stakeholders.
- Generate policy briefings and project-related documents including project work plans, meeting agendas, items for follow-up, and decision memos.
- Assist in overseeing and monitoring agency/unit projects and initiatives to ensure that goals and timelines are met, in coordination with appropriate unit/agency leadership and key staff within the Mayor's Office.
- Initiates and spearheads special projects and initiatives; mitigating political and operational challenges.
- Assists in facilitating decision-making with the Senior leadership team; acts as confidant, sounding board, and advisor to offer sound perspective and guidance.
- Help to create/facilitate communication channels, strategies, and tactics that support the DMHHS goals.
- Build trusted relationships with key stakeholders within the organization to generate proper levels of awareness and adoption of the team's objectives and goals.
- Maintain a consistent communication and socialization plan to ensure teams have the most up to date information.
- Work with units/ agencies to advance Mayoral policy priorities and develop policy proposals with agency leadership related to agency objectives and advance for the Deputy Mayor and/or Mayor decision-making.
- Assist the Deputy Mayor with oversight of confidential structural or organizational issues facing agencies within the portfolio, as well as advising on key hiring or appointments within City Hall and the agencies.
- Serve as surrogate for the Deputy Mayor in meetings with City senior leadership and external stakeholders, including those where decision making capacity is required.

Qualifications

- A master's degree in public health, public administration, public policy, social work, economics, business,
law or related fields, and at least 2 years of related work experience; or a bachelor's degree from an
accredited college, and at least 5 years of related experience
- An understanding of the health and human services policy issues related to New York City and the
provision of services across its five boroughs; an understanding of New York City's government agencies
and/or community-based organizations a plus
- Excellent communication, writing, research, analytical and organizational skills, with ability to rapidly
Experience working in government; prior experience with administrative and procurement processes
preferred
- Business operations, process design, and project management experience
- Ability to operate independently with excellent time management skills and confirmed ability to deliver on
multiple, competing priorities in a dynamic environment
- Ability to effectively interact with people and partners across all levels within an organization
- Proven ability to follow through on complex projects from ideas to implementation
- Excellent written and verbal communication skills, with the ability to translate complex technical
information into clear and compelling presentations for an array of audiences
