Summary

The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Duties

Help

Independently manage, lead, and/or oversee complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.

Develop and maintain policies governing the sharing of IC information across CAPNet and manage the accreditation level of the CAPNet network.

Approve CAPNet account requests, project documentation, and prioritize non-project requirements.

Identify and document trends and issues requiring attention to proactively address potential challenges.

Adhere to Key Limitations to Authorities, ensuring that major resource decisions, strategic direction changes, organizational-level governance decisions, final approval of program objectives, and major policy changes affecting other organizations are escalated to the appropriate leadership for final approval and implementation.

Plan, manage, and mitigate project risks by identifying the risk tolerances customers and other stakeholders to determine overall acceptable levels of risk; conduct risk analysis to identify and prioritize risks; characterize threats and opportunities to determine mitigation strategies.

Lead project teams to ensure timely project completion, applying team-building and facilitate technical requirements gathering, lead user experience requirements definition, and establish a requirements prioritization framework aligned with program objectives.

Lead security briefings, document decisions, escalate delays, and serve as the primary point of contact for escalated issues.

Coordinate with IC and congressional elements and oversee inter-agency issue resolution. Define program objectives, develop roadmaps and timelines, establish governance structures, and conduct periodic program reviews with stakeholders.

Identify and assess program-level risks, ensure deliverables meet quality standards, and verify deliverables meet required standards. Coordinate conversations with IC and congressional elements, provide feedback on program management briefings, and interface with ODNI entities.

Provide transparent reporting to leadership and stakeholders, manage expectations and communications, and serve as the primary point of contact for escalated program issues.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.

Extensive ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.

Extensive experience in leading complex projects, managing risks, and developing project plans.

Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.

Extensive knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.

Demonstrated ability to work effectively both independently and in a team environment.

Knowledge of one or more computer disciplines/specialties and the ability to quickly identify and apply new technologies.

Desired Requirements:

One year of specialized experience at the next lower GS-grade (or equivalent). IT-related experience demonstrating competencies in Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Two years of program or project management experience within the last five years.

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

The Office of the Director of National Intelligence (ODNI) is a United States government agency responsible for overseeing the United States Intelligence Community and directing intelligence activities of the United States.
