Full Job Description
Position Summary

Ethic Tech, LLC is seeking a Joint Intelligence, Surveillance, Reconnaissance and Awareness (JISR&A) Capability Integration Analyst that will support the development and integration of NATO intelligence, surveillance, and reconnaissance capabilities, with particular attention to multi-source and multi-domain intelligence fusion. The analyst will work with program leadership and stakeholders to develop and trace capability, operational, system, and interoperability requirements across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development. The role includes supporting JISR&A projects and program coordination, analyzing capability-development issues, contributing to doctrine and other program products, coordinating with NATO agencies and partner organizations, and documenting lessons and best practices.

Required Qualifications
  • Master's degree, or a comparable national academic or military-college qualification, in Engineering, Information Systems, Aeronautics, Operations Research, Project Management, Business Administration, or a related discipline; or a bachelor's degree plus five (5) years of relevant experience.
  • Minimum of three (3) years within the past ten years briefing senior leaders or decision-makers.
  • Minimum of five (5) years within the past twelve years of operational experience in multi-source or multi-domain intelligence fusion and integration on a joint or strategic-level staff, or in military-effects planning, command and control, or integration at a NATO or national headquarters. Relevant experience may include J2, J2/3, J5, or J2/5 functions in a military or civilian role.
  • Minimum of two (2) years within the past ten years of program or project management experience in a complex environment focused on military capability development.
  • Minimum of two (2) years within the past ten years working in a multinational organization, such as a NATO command or the European Defence Agency, with familiarity with NATO agencies' roles in system development.
  • Ability to develop, analyze, and trace capability and interoperability requirements and coordinate with operational, technical, and program stakeholders.
  • Ability to prepare clear analytical products and briefings for stakeholders at tactical through strategic levels.
  • Proficiency with Microsoft Office, collaborative software, and online research tools.


Clearance and Licenses Requirements
  • U.S. Citizenship required.
  • An active NATO or national Secret clearance or higher.
  • Must have a valid passport from a NATO member nation without travel restrictions to NATO nations.


Travel Requirements
  • Ability to work on-site in Norfolk, Virginia, and travel to meetings and conferences for up to 40 days per year.
