Location: On-site - Central Maryland (Baltimore/Washington corridor); situational telework only as approved by the customer

Overview

We are seeking a Senior Program Analyst / Requirements Manager to support a program management office in establishing, maintaining, and executing enterprise portfolio and requirements management processes. You will develop and apply the methodologies, tools, and documentation used to define, prioritize, schedule, cost, and track requirements across the enterprise.

You will partner with program managers and functional leaders to support the budget cycle, requirements intake and adjudication, and program execution, identifying duplicative, inefficient, or disconnected requirements and delivering timely, decision-quality analysis to senior leadership.

What You'll Do
  • Requirements Intake & Traceability: Maintain an intake log for unfunded requirements and produce traceability artifacts, including problem statements, operational impacts, and preliminary cost/schedule considerations.
  • Investment Board Support: Prepare read-ahead reports, scoring inputs, and decision-support materials for requirements prioritization boards, and publish meeting minutes within two business days.
  • Requirements Repository & Portfolio Health: Maintain a repository of historical decisions, dependencies, and rationale; deliver monthly portfolio health summaries highlighting bottlenecks, gaps, dependencies, and trends.
  • Integrated Master Schedule: Build and maintain an enterprise IMS in MS Project aligned to an approved WBS; integrate stakeholder schedules, conduct monthly critical path and schedule risk assessments, and deliver monthly IMS update packages with variance narratives and trend charts.
  • Performance Analytics: Develop and update a cost, schedule, and performance dashboard with variance analysis, quarterly program health metrics, and a risk, issue, and opportunity register.
  • Cost Savings & Rationalization: Identify measurable cost savings and cost avoidance through portfolio rationalization (e.g., eliminating duplicative software licenses).
  • Acquisition Planning Support: Conduct market research for specialized technical tools and equipment, assess technology readiness and supply chain lead times, refine purchase descriptions, recommend acquisition strategies, and draft justification documentation for customer review.
  • Change & Risk Communication: Manage the change lifecycle for processes and systems and proactively communicate risks, issues, and opportunities to leadership.

Who You Are (Required Qualifications)
  • Large Program Experience: Specialized experience leading large, complex projects for government customers.
  • Scheduling Expertise: Hands-on experience developing and managing schedules in MS Project.


  • Earned Value & Project Controls: Knowledge of and experience with Earned Value Management and project control concepts.
  • Change Management: Demonstrated experience managing the entire change lifecycle: identifying, evaluating, approving, monitoring, and documenting changes to processes and systems.
  • Multi-Domain Program Management: Applied program management expertise across requirements and capability development, acquisition, procurement, and resource management.
  • Analysis & Reporting: Proven ability to synthesize complex information into comprehensive reports that inform senior-level decisions.

Preferred Skills
  • PMP, EVM, or similar project controls certification.
  • Experience supporting planning, programming, budgeting, and execution (PPBE) cycles.
  • Experience building dashboards in Power BI, Tableau, or advanced Excel.
  • Experience supporting requirements prioritization or investment review boards.

Required Education + Experience
  • Education & Experience: Bachelor's degree and 8+ years of relevant experience, Master's degree and 6+ years, or PhD and 3+ years.
  • Clearance: Active Secret clearance required; must be TS/SCI eligible.

GENERAL PROGRAM REQUIREMENTS:
  • Citizenship: Must be a U.S. Citizen.
  • Work Hours: Full-time, Monday through Friday, core business hours of 8:00 AM - 5:00 PM ET (40 hours/week).
  • Work Location: On-site at the customer facility in Central Maryland. Telework is situational and must be pre-approved by the customer.
  • Travel: Occasional local and CONUS travel may be required to support meetings, events, and engagements.
