Position SummaryEthic Tech, LLC is seeking a Senior Data Integration and Decision Support Analyst who will develop working data and analytical solutions for the Enabling Capabilities Portfolio, initially focused on Infrastructure Programmes. The analyst will work directly with users to identify information needs; integrate and reconcile data from multiple sources; build data models, quality controls, and digital collection workflows; and develop dashboards and analyses that help leaders track programme performance, schedules, resources, risks, and dependencies. The role also includes testing and improving solutions with users, documenting data and business rules, communicating findings and limitations to decision-makers, and preparing successful solutions for ongoing operation or transfer to a support team. This is a hands-on development role, not primarily a supervisory or advisory position.
Required Qualifications- Bachelor's degree in Data Science, Computer Science, Information Systems, Engineering, Operations Research, Statistics, Applied Mathematics, or a closely related field; or at least five (5) years of directly relevant professional experience in lieu of the degree. The experience-in-lieu route must cover at least two of these areas: data integration or engineering; analytical programming; or business intelligence, analytics, or decision-support development.
- Minimum of 12 months within the past 24 months regularly performing hands-on development of data or analytical solutions, including at least one personally developed solution used in an active business or decision-making process within the past 18 months.
- Minimum of three (3) years within the past five years performing hands-on data integration or engineering, including work within the past 24 months. Must have integrated data from at least two separately administered systems or sources.
- Minimum of two (2) years within the past five years using SQL against relational data and at least one analytical programming language, with hands-on use within the past 24 months.
- Experience personally developing at least two structured digital data-collection or workflow solutions within the past five years that reduced manual, email-driven, or spreadsheet-based work. At least one solution must have been developed or materially enhanced within the past three years.
- Minimum of three (3) years within the past five years personally developing decision-support products, such as dashboards, metrics, visualizations, or analytical reports. At least one product must have been used in an active decision-making process.
- Hands-on experience within the past five years applying at least two of the following to an operational solution: data models or relationships; data definitions, metadata, or standards; validation rules or quality controls; or data lineage, stewardship, or authoritative-source controls.
- Experience within the past five years documenting and handing over at least one data, analytical, or digital solution for another person or team to operate or maintain.
- Must have used a method of source or configuration control within the past three years, such as Git, platform-native versioned deployment, or a documented configuration baseline under change control.
- Minimum of two (2) years within the past five years working directly with users or decision-makers to identify information requirements and communicate findings, assumptions, limitations, risks, or decision implications.
- Proficiency with Microsoft Office, collaborative software, and online research tools.
Clearance and Licenses Requirements- U.S. Citizenship required.
- An active NATO or national Secret clearance or higher.
- Must have a valid passport from a NATO member nation without travel restrictions to NATO nations.
Travel Requirements- Ability to work on-site in Norfolk, Virginia, and travel to meetings and conferences for up to 30 days per year.
