JOB DESCRIPTION

Designs, develops and maintains business systems software solutions that are intended to increase the efficiency and productivity of supported staff.    Performs professional duties in coordination with the Office of Payroll to develop technical efficiencies, provide professional support in data management and reporting, and respond to data requests from internal and external sources.  Generates, compiles, and analyzes a variety of reports and documentation for Information Technology about Payroll business processes, operational procedures, and organizational effectiveness.  Works on special projects and workgroups.  Performs other duties as assigned.


JOB RESPONSIBILITIES



EXAMPLES OF DUTIES:

  • Defines and documents requirements in close collaboration with Business Clients, Software Engineers and Technical Support team(s).
  • Writes and documents process and program specifications. Ensures proper documentation standards and procedures are maintained.
  • Designs, develops and maintains data integration applications and solutions. Works with Technical Support team to minimize performance issues.
  • Coordinates system testing and assists users with acceptance testing to ensure delivered product meets project requirements and system policies.
  • Facilitates the design, development and maintenance of data and process models.
  • Works on multiple project requests. Engages vendors of applications and systems to assist with best practice implementations and troubleshooting.
  • Performs complex analysis, design, development, testing (unit, system and integration), documentation and debugging of computer software in support of web based and client server applications Online & Batch.
  • Performs modifications to and maintenance of highly complex operational programs and procedures by adhering to established SDLC and systems validation policy and procedures.
  • Serves as point of contact for resolution of complex software problems.
  • Designs and documents workflow and makes appropriate recommendations to improve the office's operational effectiveness, including steps required to develop and/or modify automated systems.
  • Researches and provides guidance in the use of new technologies beneficial in the solution design and development phases.
  • Assists in the development of work plans and project organization/documentation.
  • Participates in the evaluation of appropriate technology candidates and personnel during the interview stage. Serves on various committees as assigned.
  • Perform additional duties as assigned.

JOB QUALIFICATIONS

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree. 

  • Four years’ professional experience in the fields of payroll information systems, business administration, or systems administration.

  • Two years’ experience in developing information systems solutions or systems administration in the Oracle Cloud Fusion platform.

  • Project management experience and knowledge in the operation of public sector management systems is preferred.

Knowledge, Skills, and Abilities:

  • Ability to establish and maintain effective working relationships with IT colleagues, other departments, administrators, and the public. 
  • Skill in requirements gathering, problem solving, managing projects/programs, effective listening, writing functional/technical documentation.   
  • Skill in the use of technology tools including Oracle Fast Formulas, Oracle HDL/HSDL, Oracle HCM/ERP reporting tools, and application programming interfaces preferred.
  • Skill in documenting test conditions, creating test data, testing programs, and analyzing results. 
  • Advanced skill in the use of database, spreadsheet, presentation, word processing, and related applications (MS Office Suite). 
  • Ability to quickly learn and apply new technologies to increase operational efficiencies.
  • Ability to develop data models for reporting and databases for use in Oracle reporting and interfaces.
  • Ability to analyze and evaluate the feasibility and suitability of information technology projects. Ability to exercise judgment to solve administrative problems where the answer is not apparent. Ability to process large amounts of information and break it down into critical elements. 
  • Ability to discern critical information.
  • Knowledge of the principles and techniques for implementing public or private sector management/payroll systems and practices. 
  • Skill and ability to analyze and evaluate data.
  • Excellent oral and written communication skills. 
  • Ability to maintain confidential information.

 

PHYSICAL AND ENVIRONMENTAL CONDITIONS: 

  • The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers and other office machinery, and physical activities, including walking, lifting, and sitting. 

 

CONDITIONS OF EMPLOYMENT: 

  • Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
  • Persons appointed to this class participate in on-call rotation and may be required to work beyond their normally scheduled hours with little or no advance notice.  Work may include evenings and weekends as required.

RETIREMENT:       Eligible for the Baltimore County Employees’ Retirement System

GRADE: 

Grade 07 - 12 Month OPE Pay Scale
