Job Description

Under general supervision, inspects and oversees the inspection of various maintenance, preventative maintenance, and assorted repairs, performed at various Baltimore County Public Schools (BCPS) properties. Oversees, leads, and coordinates the work of contractors, facilities inspectors, mechanics, and others involved in building systems maintenance, building renovation, and capital improvement projects. Conducts continuous condition assessments of buildings and equipment to ensure reliability of building systems.

Responsibilities

EXAMPLES OF DUTIES:

  • Inspects and oversees the work of assorted contractor trades at various sites. Coordinates the scheduling of work and inspections with contractors, school staff, in-house personnel, and other agencies. Provides on-site direction to contractors to resolve issues occurring with projects.
  • Identifies and authorizes facility repairs not accomplished under routine or preventive maintenance. Ensures that contracted work complies with established standards, specifications, contracts, and codes. Reviews reports of projects' progress. Prepares reports documenting deferred maintenance findings, material and labor estimates, and recommended corrective action.
  • Prepares project documents including materials specifications, plans, drawings, and scope of work documents. Collaborates with engineering staff regarding project designs. Reviews, analyzes, and comments on proposals.
  • Prepares, coordinates, records, and submits reports, and assists in the preparation of reports. Provides advice and guidance regarding the modification, troubleshooting, repairs, and maintenance on a wide variety of technical equipment. Assists with the development of work plans and schedules.
  • Facilitates projects from their inception to completion. Serves as the BCPS representative at progress and other meetings. Assists with bid packages. Attends and may participate in pre-bid meetings, pre-construction meetings, and similar events. Meets with contractors to resolve issues which arise in the process.
  • Issues release numbers and tracks expenditures related to the budget. Maintains records and files. Reviews work orders, documents, records, and reports for accuracy. Provides necessary information to reconcile and close out fiscal records.
  • Operates various types of testing equipment. Performs other duties as assigned


Qualifications

MINIMUM QUALIFICATIONS

Education, Training, and Experience:

  • Possession of a high school diploma or an appropriate equivalent. Five years' experience in maintenance inspection and/or contract management of maintenance projects.


Licenses and Certifications

  • Possession of a valid class C Maryland driver's license or equivalent.


Knowledge, Skills, and Abilities:

  • Knowledge of applicable electrical, mechanical, life safety, and building codes. Knowledge of the methods, materials, and equipment used in building maintenance and construction. Thorough knowledge of the principles and practices of construction project management.
  • Skill in the inspection of projects. Skill in managing contracts. Skill in overseeing the work of contractors and in-house staff. Skill in reading contracts. Skill in the use of personal computers or laptops and the ability to access appropriate programs to complete work assignments. Skill in maintaining records.
  • Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to research information using books, reports, blueprints, internet, etc.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

  • The work of this class includes travel to and the inspection of construction sites throughout Baltimore County. Duties may entail heavy physical labor in building repair, maintenance and construction work. Duties may also entail climbing scaffolds, ladders, and catwalks, and entering confined spaces to access areas for inspection.

SALARY:

$30.67 - $46.29 (Hourly Base Pay Scale for All Employees Represented by AFSCME)

OTHER COMPENSATION:

CONDITIONS OF EMPLOYMENT:

Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

Persons appointed to this class are subject to call to duty and may be required to work beyond their normally scheduled hours with little or no advanced notice.

  • Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
