This position is located at Bureau of the Fiscal Service, Data Transparency Division. As a Business Systems Analyst (Product Owner), you will provide oversight of and manage a multidisciplinary team following the principles of agile and human-centered design to develop authoritative data standards.

As a Business Systems Analyst (Product Owner), you will:

• Oversee, support, and manage the development, maintenance, and content of the assigned product including management of contractor resourced projects.
• Provide feedback on contractor performance to the Branch Manager and coordinates feedback on contractor performance to the contracting officer representative (COR) for formal actions to be made.
• Influence and collaborate with stakeholders to build partnerships for sharing and improving open data.
• Conduct and/or coordinates long and short-term data studies and projects using agile, human-centered design, and open source methodologies.

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

- Leading a project team or a segment of a project responsible for developing, managing, or improving public-facing data products or services that provide access to federal financial data; AND

- Communicating federal financial data to internal and external stakeholders, both orally and in writing, to support financial transparency and the effective delivery and use of public data products or services.
