Position Information

TxDOT's Construction Division is seeking a detail-oriented, self-motivated team player to join our Strategic Operations Management Section. This position supports statewide construction operations by managing Construction Engineering and Inspection (CEI) user accounts, evaluating business processes, developing procedures to streamline operations, and preparing reports that help support data-driven decisions. The ideal candidate is adaptable, customer-focused, and works well in a team environment. Candidates with knowledge of TxDOT construction operations, strong analytical skills, and a commitment to continuous improvement are encouraged to apply.

Position Description

Performs complex project management work. Work involves coordinating the planning and initiation of multiple projects or one larger project at various levels of completion; monitoring the progress and schedule of projects and communicating with project stakeholders, management, and other relevant parties; developing procedures and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Coordinates project activities with TxDOT divisions, districts, and private sector partners and contractors
  • Develops and manages project budgets, schedules, work plans, resources requirements, and cost estimates and projections
  • Utilizes established criteria to evaluate programs, proposals, and other pertinent information related to project assignments
  • Communicates and explains project methodology and processes to interested groups and team members
  • Compiles and distributes project information, status reports, and project budget expenditures
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them
  • May develop and evaluate scorecards, dashboards, metrics, and goals
  • Performs other job responsibilities as assigned


Minimum Qualifications:

Education: Bachelor's Degree in Business or Public Administration. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications

Experience: 5 years project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.

  • Process improvement methodologies
  • Communication planning, training planning, and related change management disciplines

  • Using computers and applicable computer software

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lb. at a time and occasionally carry files/small tools
