Job Summary

This position is in the Department of Health (DC Health), HIV/AIDS, Hepatitis, STD, and TB Administration (HAHSTA), to serve as the Chief of the Prevention and Harm Reduction Division. The mission of the HAHSTA is to reduce the incidence of HIV/AIDS, Hepatitis, STDs, and TB, reduce transmission of the diseases through prevention, and provide comprehensive care and treatment to persons with the diseases, so that District residents can live healthier lives. HAHSTA administers the district's budget for HIV/AIDS, Hepatitis, STDs, and TB programs, provides grants to service providers, assures quality of services delivered, and monitors programs. In addition, HAHSTA is responsible for tracking the incidence and prevalence of HIV/AIDS, Hepatitis, STDs, and TB in the District of Columbia, for conducting case investigation and partner notification activities, and for disseminating health alert notices to District providers. HAHSTA also operates a free sexual health clinic and TB Control Clinic (the DC Health and Wellness Center or DCHWC) and serves as the administrative agent for the Eligible Metropolitan Area (EMA) for HIV care, treatment, support services and housing assistance, working in tandem with the area jurisdictions.

The incumbent works under the general supervision of the Chief Medical Officer/Deputy Director of Programs and Policy and is responsible for providing oversight of all programmatic and operational activities of the Prevention and Harm Reduction Division (Prevention), one of five programmatic Bureaus of HAHSTA. Prevention is primarily responsible for developing, implementing, monitoring, and evaluating Syndemic Prevention and Harm Reduction Programs awarded to the District of Columbia.

Major Duties and Responsibilities

The incumbent will oversee the district's safety net Prevention and Harm Reduction programs, the reporting requirements to the Centers for Disease Control (CDC) and serves as the subject matter expert related to infectious disease prevention and harm reduction. The incumbent serves as the Bureau Chief and is responsible for performing a wide variety of duties related to development and implementation of program procedures, grant application review and evaluation, negotiations, grant award, post-award monitoring and technical assistance, audit resolution and closeout. The incumbent manages and supervises the overall staff operations of the Prevention and Harm Reduction Division, which is responsible for assisting agencies in managing their grant-funded programs, helping them maximize grant revenues, while minimizing administrative overhead cost. Incumbent designs and monitors the development of tools used to collect, monitor, and evaluate agency program activity from an operational, financial, and staffing perspective in a standardized format. Supervises the assimilation and evaluation of data collected on federally funded programs to identify major operating functions, issues, and problems.

Qualifications and Education

Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (14) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Master's degree or higher-level degree in public health related field strongly preferred.

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
