About The Division:

Join the Broadband Development Office team! The Broadband Development Office (BDO) partners with local governments, stakeholders and citizens to expand reliable, affordable, highspeed internet across the state to every Texan. The BDO offers tools and resources and awards grants, lowinterest loans and other financial incentives.

Work Hours:

40 hours a week between the hours of 7 a.m. 6 p.m., with occasional evening and weekend hours. Hours may change based on business needs, especially during legislative sessions. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met, working arrangements may change at any time as business necessitates.

Minimum Qualifications

Education:

Graduation from an accredited fouryear college or university with a bachelor's degree.

Preferred Education:

Graduation from an accredited college or university with a graduate degree in accounting, economics, legal, science, technology, engineering, mathematics, finance, business, social science, political science, communications or related field.

Experience:
  • Eight (8) years of experience in the areas of strategic planning and management in the public or private sector administering broadband development projects.
  • Four (4) years of experience supervising the work of others.
  • Experience successfully planning, developing, implementing and evaluating government contract/grant programs.


Preferred Experience:
  • Experience serving as an attorney or a legal representative working on broadband development projects or in the broadband industry.
  • Experience with and proficient using Artificial intelligence (AI).
  • Experience working in the broadband industry and working with governmental entities to deploy broadband development projects.
  • Knowledge of federal or state laws, regulations, guidance, and agreements pertaining to grants administration.
  • Knowledge of broadband program rules and statutes.
  • Experience with grant administration systems, including NetSuite and/or Salesforce.
  • Experience reviewing, analyzing, and negotiating grant applications for program and fiscal compliance.
  • Proven ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
  • Experience managing multiple projects and meeting deadlines in a dynamic environment.
  • Excellent written and verbal communication skills.
  • Attention to detail and strong proofreading skills.
  • Strong research, problemsolving and decisionmaking skills.
  • Superior customer service skills.
  • Proven ability to exercise independent judgment in planning, organizing, performing duties and working under minimal supervision.

Substitution:

One (1) additional year of fulltime experience in the areas of strategic planning and management in the public or private sector in government relations, contract/grant administration and programs may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

In this role you will:
  • Directs state projects aimed to increase access to affordable broadband.
  • Develops and documents plans, policies and procedures and change orders for broadbandrelated projects focusing on expanding access with assistance from local, regional, state and federal government financing.
  • Reports actual project progress compared with planned progress to determine trends and variances.
  • Reviews and evaluates the impact of proposed federal and state laws on project objectives.
  • Oversees the methods of implementation and the presentation of results for reports. Reviews and organizes project timelines and resources to achieve timely deliverables and goals, and monitors staffing allocations.
  • Participate in activities related to the legislative process including providing legislative testimony and oversee the implementation of legislative change.
  • Develops and implements techniques for evaluating the effectiveness of program activities and business functions; and identifies and directs the need for necessary changes.
  • Reviews results of external and internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance for problemsolving and risk mitigation.
  • Resolves any operating problems internal to the division's functions.
  • Monitors progress in meeting section goals and key performance measures and develops and implement corrective action plans.
  • Evaluate section operations to identify short, mid, and longterm goals and objectives.
  • Supervises the work of others. Establish performance measures and communicates expectations to staff.
  • Conducts performance evaluations for program supervisors and others. Prepares and presents work status briefings for management. Identifies potential project risks and difficulties and develops processes to mitigate or avoid them.
  • Monitors and manages project quality to ensure that deliverables are acceptable and fulfill the terms of the project specifications and customers' requests.
  • Represents the BDO before internal and external stakeholders to discuss grant program priorities, guidelines and requirements.
  • Directs BDO outreach and communication efforts in multiple areas, to include developing strategies for greater outreach, awareness and visibility of the program.
  • Develops and maintains relationship with stakeholders to facilitate communication and outreach efforts.
  • Monitors legislative hearings or other public meetings of interest as appropriate.
  • Oversees media and website content in coordination with Communications and Information Services division.
  • Performs other related work as assigned.
