GENERAL DESCRIPTION: Perform highly complex (seniorlevel) managerial work administering comprehensive daily operations, and activities related to DPS' Americans with Disabilities Act (ADA) and Workers' Compensation (WC) programs to include claims administration and followthrough, reports, and making wellinformed, proactive decisions; identifying and managing risk, and return to work strategies. Ensure compliance with federal and state laws, including those related to privacy and access to employees' health and medical information, as well as DPS policies. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the ADA and WC programs; and developing and evaluating related budget requests and expenditures. Supervise others. Work is performed under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
  1. Manage the daytoday activities of ADA and WC staff.
  2. Establish goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage program evaluation activities.
  3. Plan, develop, implement, and monitor compliance with relevant laws and statutes and related policies and procedures; identify and resolve issues. Identify areas of needed change and make recommendations to improve operations.
  4. Prepare management and productivity reports; and review/approve ADA and WC documents and reports to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.
  5. Provide technical expertise and guidance related to ADA interactive processes and reasonable accommodations; as well as WC programs. Serve as an expert resource for management and employees on related federal and state mandates.
  6. Develop training materials and train personnel on the proper identification and administration of ADA and WC claims. Ensure complete, accurate, and appropriate SOPs are in place, create and/or revise as necessary.
  7. Plan, implement, and present facts of unemployment cases in hearings and appeals.
  8. Ensure updates to related information systems, such as databases and spreadsheets, occur in a timely and accurate manner; utilize these resources to identify trends, issues, and necessary and appropriate actions.
  9. Ensure appropriate records are generated and maintained, and that adherence to record retention policies is consistent.
  10. Oversee special investigations, program analyses, research studies, and internal audits.
  11. Participate in biennial reviews of current and proposed State legislation, as well as relevant federal changes.
  12. Conduct performance evaluations of staff supervised.
  13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  14. Perform other duties as assigned.

GENERAL QUALIFICATIONS AND REQUIREMENTS (Required unless otherwise stated)

Education : Graduation from an accredited four (4) year college or university preferred, with major coursework in Human Resources Management, Business Administration or a related field.

Experience: Minimum four (4) years recent and progressively responsible ADA and WC administration experience, including a minimum of two (2) years in a Lead or Supervisory role is required.

Licensure and/or Certification: ADA certification/training a plus. If driving is required, must possess a valid driver's license and automobile insurance.

Regulatory knowledge: Working knowledge of, or the ability to rapidly assimilate, information related to TXDPS, State and Federal regulations/legislation, guidelines, policies/procedures, and specifically in ADA and WC compliance.

Supervisory/Managerial/Leadership skills: Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology: Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and able to learn new software/systems.

Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Confidentiality and Protected Information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety: Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work: Availability for afterhours and weekend work may occasionally be required, including during the Legislature. This position may have the ability to telecommute based on the needs of the division/agency. Travel in the City and Statewide up to 2 days per month may be required.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
