Full Job Description
SAIC is seeking a Biometrics Watchlist Lead to serve as the senior technical and operational authority for all biometric watchlisting, identity intelligence processing, and attribution analysis activities performed under an Intelligence Community program. Work is performed on site in: Bethesda, MD, with CONUS/OCONUS travel as required. The Biometrics Watchlist Lead will be responsible for: • Providing overall technical leadership, task assignment, and performance management for all contractor personnel supporting biometric watchlisting and identity intelligence activities. • Directing the processing, exploitation, and analysis of biometric data to support identity attribution, watchlisting, and network analysis requirements. • Overseeing multi-modal biometric matching operations, ensuring accurate, timely, and defensible identity resolution across diverse data sources and collection environments. • Leading attribution analysis efforts to identify persons of interest, establish relationships between individuals, and characterize networks of intelligence significance. • Coordinating with Digital Forensics, Multimedia Intelligence, Reverse Engineering, and Data Science functional areas to identify fusion opportunities and integrate biometric findings into broader multi-disciplinary intelligence products. • Establishing and enforcing quality assurance procedures, accuracy thresholds, and validation standards for all biometric matching and watchlisting outputs. Qualifications Required Education and Years of Experience: • Active TS/SCI is required to be considered for this role. • Willing and able to obtain a Polygraph is required. • Bachelor's degree or higher in Intelligence Studies, Computer Science, Electrical Engineering, Biometrics, Criminal Justice, or related field. • Minimum of seven (7) years of hands-on experience in biometric processing, identity intelligence, or related discipline, with demonstrated progression to senior technical or leadership roles. • Minimum of five (5) years of experience conducting multi-modal biometric matching operations, including facial recognition, voice biometrics, and/or other biometric modalities, in support of intelligence or law enforcement missions. • Minimum of five (5) years of experience performing identity attribution analysis, including identification of persons of interest, relationship mapping, and network characterization using biometric and non-biometric data sources. • Minimum of three (3) years of experience managing or maintaining biometric watchlists in a classified IC or DoD environment, including demonstrated knowledge of applicable legal authorities, privacy requirements, and data governance standards. Desired: • Experience supporting national-level identity intelligence or biometric exploitation programs of similar size, scope, and complexity. • Experience integrating biometric data with multimedia intelligence capabilities, including deepfake detection, voice biometrics extraction, and geospatial analysis. • Experience with large-scale data processing pipelines and AI/ML model integration for biometric matching at volume. • Familiarity with IC legal authorities governing biometric collection, processing, and retention, including relevant Executive Orders, IC directives, and Privacy Act provisions. • Biometric Examiner Certification (e.g., IAI Certified Latent Print Examiner), GIAC Certified Forensic Analyst (GCFA), Certified Intelligence Analyst, or equivalent certification approved by the COR.
