Full Job Description
Position Overview

Halvik is seeking an Automated Software Tester to build, maintain, and modernize test automation frameworks supporting the Federal Highway Administration (FHWA) Office of Policy. The successful candidate will become an integral part of our IT solutions team of developers, business analysts, and systems administrators, providing specialized technical support for key agency platforms such as the Travel Monitoring Analysis System (TMAS 3.0), the Highway Performance Monitoring System (HPMS 9.0), the Policy Information Data Portal (PIDP), and the Integrated Transportation Information Platform (ITIP).

This role focuses on delivering robust, automated testing solutions within a modern C#/.NET and Azure DevOps ecosystem. The automated tester will participate in the complete Software Development Life Cycle (SDLC) in an Agile environment, migrating legacy Selenium testing suites to modern Playwright (.NET) frameworks, designing reusable automation utilities, and integrating test execution directly into CI/CD pipelines. This position offers an exciting opportunity to ensure the performance, scalability, and security of federal systems that track national transportation health and distribute highway infrastructure funding.

Core Responsibilities
  • Develop, enhance, and maintain secure, high-performance C# automated test frameworks supporting FHWA Office of Policy applications (including TMAS, HPMS, PIDP, and ITIP), with an emphasis on code quality, scalability, and design compliance.
  • Participate in all phases of the Software Development Life Cycle (SDLC) in an Agile development environment, collaborating with developers and Business Analysts to refine acceptance criteria, define the Definition of Done (DoD), and eliminate flaky tests.
  • Design and implement highly reusable, modular software tools, controls, and testing subsystems to support software reuse and domain analysis.
  • Conduct thorough quality assurance reviews and evaluation of existing and new software products, executing automated functional, integration, regression, cross-browser, and post-deployment smoke test suites.
  • Analyze functional business applications, user stories, and acceptance criteria to systematically transition legacy Selenium testing codebases into modern Playwright (.NET) automated test suites.
  • Integrate automated test execution directly into Microsoft Azure DevOps (ADO) CI/CD build and deployment pipelines, configuring pipelines to trigger automated tests and automatically publish diagnostic reports.
  • Perform collaborative peer reviews of test scripts, evaluate test coverage against requirements, and validate the technical work of other team members to ensure alignment with FHWA security and design guidelines.
  • Collaborate closely with other application developers, database and systems administrators, Solutions Architects, and client stakeholders to translate complex business requirements into high-performing, traceable automated test cases.
  • Develop and maintain comprehensive technical documentation, including test automation plans, framework architectures, test strategies, and detailed interface verification guides to ensure long-term maintainability.

Minimum Requirements
  • Education: Bachelor's degree (BS) in Computer Science, Information Systems, Engineering, Business, or another related scientific, technical, or functional discipline.
  • Overall Experience: A minimum of 7 years of professional IT experience, of which at least 5 years must be specialized experience in software development, applications programming, and/or test automation engineering.
  • C# & .NET Automation: 5+ years of hands-on experience developing object-oriented test automation frameworks in C# and Microsoft .NET frameworks (such as .NET Core, .NET 8/9, MSTest, NUnit, or xUnit).
  • Test Automation Frameworks: 3+ years of experience building and maintaining UI automation suites using both Playwright (.NET) and Selenium WebDriver, including migrating legacy testing codebases to modern solutions.
  • Database & Backend Verification: 3+ years of experience writing SQL queries (Microsoft SQL Server or Oracle) to query databases, manage test data, and verify backend database integrity and data compliance.
  • Agile & SDLC: 2+ years of experience working in an Agile software development environment, participating in sprint rituals (standups, planning, retrospectives) and translating user stories into automated test cases.
  • Data Formats & API Testing: Proficiency with standard web data interchange formats (JSON, XML) and experience implementing automated API test suites for RESTful services using Playwright's API request context, RestSharp, or HttpClient.
  • Web Diagnostics: Proficiency with browser Developer Tools (F12) to inspect DOM elements, capture network traffic, review HTTP response codes, and monitor console errors to debug automation failures.
  • Analytical & Communication Skills: Excellent troubleshooting capabilities, logging clear, detailed bug reports in ADO with reproducible steps, expected vs. actual outcomes, and system diagnostics, along with writing technical test documentation.


Preferred Expertise
  • Azure DevOps & CI/CD: Demonstrated experience configuring, documenting, or maintaining automated CI/CD build and release pipelines in Microsoft Azure DevOps (ADO) to trigger automated test execution automatically.
  • Cloud Infrastructure Testing: Familiarity with testing cloud-native applications deployed on Microsoft Azure, specifically utilizing Azure App Services, Azure Functions, Azure SQL Managed Instance, and Azure Dedicated SQL Pool.
  • Test Management Toolsets: Deep expertise using Azure Test Plans, Repos (Git), and Boards to establish end-to-end traceability between automated test scripts, manual test cases, user stories, and logged bugs.
  • Federal Systems Support: Prior experience supporting federal IT projects, specifically for the Department of Transportation (DOT) or the FHWA Office of Policy, with familiarity in core reporting systems (e.g., TMAS 3.0, HPMS 9.0, PIDP, ITIP).
  • Advanced Diagnostic Capabilities: Proficiency with advanced debugging and diagnostics, including analyzing Playwright traces, network requests, console errors, and database performance during bulk automated test runs.
  • AI Implementation: Experience in utilizing Google Gemini and Notebook AI models to streamline work processes and products.
