Description

The team is looking to recruit an Associate Investment Officer or Investment Officer, (A)IO covering the subnational finance sector. The (A)IO will be part of a team leading business delivery and growth in the sector contributing to business development, project structuring and processing while also helping to address regulatory, client capacity or other challenges. In addition, the (A)IO will play a key role in knowledge sharing and dissemination across the WBG, with an emphasis on curated knowledge to support market creation, innovation, and risk management. The (A)IO will take responsibility for ensuring best practices from regional operations are shared and, where possible, replicated in other regions. The (A)IO will also support the development of scalable integrated solutions and advisory products applicable across the WBG that will help teams on the ground with business development, project preparation, client capacity building, and client relationship management. The (A)IO will play a key role in global tasks central to the sector's growth including managing the work of the Global Cities Platform, fundraising for advisory and blended finance, and engagement with donors and partners.

The selected candidate will be based in Washington, DC and will report to the Manager for Urban, Subnational & Land Solutions and Impact. The position will have a global focus and involve regular travel commitments.

The final title Investment Officer or Associate Investment Officer will be decided by the Hiring Manger based on business needs and candidate qualification.

Duties and Accountabilities:
• Work with the IFC Subnational Finance team and global sector lead to support the development and execution of the WBG's subnational finance/urban sector strategy.
• Support IFC investment teams globally to build pipeline, conduct sector mappings, and structure transactions.
• Support the development of integrated IFC-World Bank solutions and knowledge products that combine investment, advisory, and upstream engagement to strengthen client impact and pipeline development.
• From time to time, as a member of project teams, contribute to the execution of new IFC investment transactions including preparing investment proposals, building financial models, conducting due diligence as well as detailed financial, market, and risk analyses.
• Analyze sector developments and apply lessons from past deals to generate new business and improve portfolio performance.
• Create and disseminate subnational finance and urban sector knowledge across IFC and the WBG.
• Work on advisory and upstream projects with cities to help build pipeline and strengthen engagement in the sector.
• Capture best practices from one region and, where possible, drive replication across others.
• Oversee the work of the Global Cities Platform, including managing reporting requirements.
• Lead and support fundraising efforts for advisory and blended finance, working with donors, Blended Finance teams, and other external stakeholders to develop business and promote visibility for the sector.

Selection Criteria
• Advanced degree (MBA, Master's, or equivalent) in Business Administration, Finance, Economics, or a related field
• Minimum of 4 years (AIO) and 7 years (IO) of relevant experience in finance in the infrastructure sectors-gained at an investment bank, private equity firm, institutional investor, consulting firm, or international financial institution.
• Strong quantitative skills with demonstrated expertise in financial modeling, valuation, and structuring of complex investment transactions, particularly in subnational or infrastructure sectors.
• Strong analytical and problem-solving skills, sound business judgment, capacity to innovate, and ability to develop practical, creative solutions.
• Familiarity with subnational finance, local government systems and municipal service delivery including transport, water and sanitation, and waste is a plus.
• Proven ability and interest in understanding and synthesizing urban infrastructure/ subnational sector dynamics, challenges, and opportunities with active engagement in knowledge creation and dissemination.
• Advisory/ upstream program management skills is a plus.
• Excellent written and verbal communication skills in English.
• Ability to work well under time pressure, manage competing priorities responsively, deliver high-quality work, and collaborate effectively across regional and industry boundaries, as well as with public sector colleagues in the Knowledge Bank.
• Ability to work well in diverse, multicultural teams and build relationships with stakeholders across sectors.
